Job Summary
The Operations Manager plays a crucial role as a comprehensive emergency manager within Enterprise Emergency Management, working closely with designated departments across UCSF. This position requires an exceptionally skilled operational and logistical leader capable of serving as the primary point of contact for operational needs before and during emergencies and complex incidents. The individual will take the lead in executing training, exercises, and other preparedness and readiness efforts, ensuring that designated departments are well-prepared to respond effectively during crises. Additionally, this role serves as a vital liaison for incident management, coordinating and communicating key information with onsite incident management back to the incident support team and/or Emergency Operations Center (EOC). The Operations Manager also shares on-call duties, including with emergency management notifications and response coordination. To succeed in this position, the Operations Manager must demonstrate superior strategic thinking, operational efficiency, and logistical coordination.

Department Description
Enterprise Emergency Management at UCSF focuses its work on the four phases of Emergency Management (Preparedness, Mitigation, Response, and Recovery) and Business Continuity. This work helps maintain a safe environment for the people of and at UCSF and the surrounding community during normal and emergency situations. Enterprise Emergency Management strives to be a national and international leader by developing and maintaining high functioning emergency management and business continuity programs that implement and develop best practices, using a progressive and modern approach to an ever-changing environment.
Required Qualifications
- Bachelor's degree in emergency management, public administration, health and four years of relevant/equivalent experience.
- Five (5) or more years relevant progressive experience.
- Advanced or expert knowledge / understanding of broad range of emergency management fields and familiarity with health systems and/or higher education.
- Advanced or expert knowledge of federal, state, and local emergency management protocols and regulations and preferably in the health and/or higher education environments.
- Advanced analytical and organizational skills to organize, prioritize and manage the successful completion of projects within budget and time constraints.
- Proven experience in developing and implementing operational and/or logistical strategies related to emergency management.
- Strong strategic thinking and problem-solving abilities, with the capability to make critical decisions under pressure.
- Excellent verbal and written communication skills, with the ability to present complex information clearly to diverse audiences.
- Outstanding collaborative skills, with the ability to work with a diverse range of stakeholders and influence decision-making.
- Demonstrated resiliency and adaptability in a fast-paced, dynamically changing environment.
- Demonstrated skills, knowledge and abilities to foster diversity, equity, inclusion, and anti-racism contributing to an inclusive work and learning environment.
Preferred Qualifications
- Demonstrated ability to recognize organizational, operational, and cultural differences to guide decision-making, determining when to use a standard approach or adaptability to achieve desired outcomes.
- Advanced skill to effectively represent the organization to state and federal authorities or related leadership, and community groups.
- Advanced skill to appropriately use technology and relevant equipment as required.
- Advanced skill in mentoring or overseeing the work of others.
- Knowledge of health systems and higher education.
- Program management or related education and/or equivalent experience/training.
- Certified emergency manager at state, national, international or other professional entity.
- Program management or related Certification(s).
- Health system and/or higher education related Certification(s).
