Job Description Summary:
About the OMH Health Equity Leadership Development Initiative at the Mullan Institute:
The OMH Health Equity Leadership Development Initiative (HELDI) at the Fitzhugh Mullan Institute aims to develop and support future minority leaders in public health and health equity, with a focus on developing leadership for the federal government. The program is sponsored by the Department of Health and Human Services (HHS) and led in partnership with the Office of Minority Health.
About the Mullan Institute:
The Fitzhugh Mullan Institute for Health Workforce Equity (Mullan Institute) at the George Washington University is a university-wide initiative to strengthen health workforce policies in the United States and around the world. The Mullan Institute is housed in the Department of Health Policy and Management within the Milken Institute School of Public Health.
The OMH Fellow is based at GW’s Foggy Bottom Campus in Washington, DC but the work will take place predominantly at the federal agency within which they choose to conduct their fellowship. The fellows will report to the Principal Investigator for the OMH award, Maria Portela. They will also report to their direct supervisor at the federal agency within which they choose to conduct their fellowship. As fellows, they will:
  • Conduct literature reviews and synthesis on health equity and health policy topics
  • Collect and analyze data on health disparities and social determinants of health
  • Engage with internal and external stakeholders on issues of health disparities and health equity
  • Develop recommendations for health equity programs and policies for the assigned agency
  • Develop comprehensive knowledge of fundamental issues related to health disparities, health equity, social determinants of health, and health policy.
  • Study and apply strategic interventions to address health disparities and advance diversity, equity, and inclusion in organizations and society.
  • Build and leverage individual leadership skills to enhance personal effectiveness in leading change in organizations and communities.
  • Catalyze the growth of a network of leaders, working in federal and other public health sector organizations, committed to health equity and diversity, equity, and inclusion in those organizations and society.

Additional requirements for the position:
  • Attendance at an in-person initial 2-week orientation and 1-week final program convening at GWU
  • Placement as a GWU Mullan Institute Fellow in a HHS work site. Fellows will provide research, analysis, report/brief drafting, logistical support, and presentations to support health equity, public health, and health policy work at the host site. Placements will be under the supervision of GWU staff
  • Conduct a health equity focused health policy analysis for the HHS host site, under the supervision of GWU staff, and present and disseminate the analysis at the final program convening and through submission to public meetings and conferences
  • Attendance at bi-monthly (every 2 weeks) GWU program meetings

The incumbent may perform other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.
Minimum Qualifications:

Qualified candidates will hold a master’s degree and 1 year of experience in a related discipline. Degree must be conferred by the start date of the position.

Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications:
  • Masters degree required, candidates should be within 2 years of obtaining the degree
Preferred Qualifications:
Typical Hiring Range Commensurate with Experience.
