Position Summary
The Office for International Students and Scholars (OISS) provides essential compliance to the university, students, and scholars. This position leads the team in managing the office's technologies, compliance, and data reporting, setting operational standards, hardware/software licensing/contracts, and researching and implementing new systems.
They will be primarily responsible for the systems, reporting, and analysis needs of OISS. Primary duties include design, implementation, support/maintenance, and enhancement of technology solutions for OISS, as well as report writing, report generation, analysis, and documentation of business practices/workflows. The Systems Analyst documents functional requirements, analyzes requirements in the context of software and processes, maintains the accuracy and integrity of data, develops and executes test plans, assists with and documents business process improvement efforts, and works with production issues.


Job Description

Primary Duties & Responsibilities


  • Serves as the subject-matter immigration expert supporting the various OISS technologies platforms, such as, but not limited to, Terra Dotta MyOISS platform, Docketwise, Tax Nav, FNIS, etc. Works with leadership to plan strategically for future system needs. Leads and supervises the technology team; manages projects and ensures timelines, deliverables, and expectations are met. 
  • Manages data for international students, scholars, and their dependents, ensuring accuracy, consistency, and seamless data flow between systems. Coordinates and maintains requests and set-up, monitor system performance, and troubleshoot issues. Creates reports, develops metrics, and analyzes data for OISS leadership and staff. Consults with users on configuration and design elements while coordinating activities utilizing project management skills. 
  • Performs system testing and completes test scripts in test environments prior to coding changes being moved to production. Develops and maintains documentation regarding business rules and logic.  Makes recommendations for and implements improvements and streamlining of compliance processes and procedures, independently and in collaboration with others.
  • Completes reporting and data analysis projects using Workday and other OISS or WashU systems. Develops and maintains expertise in various reporting tools and systems utilized by the university, including learning data elements in various administrative systems and reporting tools, as well as reporting functionality in the Workday system. Prepares statistical reports for the unit, other University offices, and national organizations.
  • Serves as a Designated School Official (DSO) and Alternate Responsible Officer (ARO) in SEVIS and oversees admission processes for creating new immigration documents. Collaborates with offices across campus to ensure SEVIS compliance and data integrity.
  • Develops training materials and conducts training sessions for OISS staff and new department users. Provides support to student and scholar teams and operations staff. Serves as a member of the OISS leadership team and assists with the development, administration, and evaluation of overall operations and processes.   
  • Performs other duties as assigned.

Working Conditions

  • Ability to meet the Department of Homeland Security requirements to be a Designated School Official and Alternate Responsible Office.
  • Ability to travel to various locations on campus may be required.

Preferred Qualifications

  • Master’s degree in computer science, data science, information technology, management information systems, international relations, business, statistics, student affairs or a related field.
  • Experience with constituent relationship management (CRM) systems; knowledge of Terra Dotta ISSS platforms with significant experience in batching or RTI reporting.
  • At least five years experience in systems management, specifically in international higher education; experience advising international students and/or scholars.
  • Excellent PC skills (Excel, Access, Word, and PowerPoint)
  • Knowledge of data analysis and reporting
  • Demonstrated proficiency in database management and interpretation of data
  • Excellent communication skills, written and verbal.
  • A self-motivated individual driven by challenge and able to work independently; actively attempts to influence events, originates ideas, and takes initiative.
  • Ability to meet deadlines with varying degrees of pressure.
  • Ability to handle confidential information.
  • Strong analytical, problem-solving and decision-making capabilities; ability to properly assess pertinent data and develop a framework for effective and practical solutions to complex issues.
  • Excellent interpersonal skills; a service-oriented communicator who is a true team player with the ability to forge relationships and bring diverse groups together on difficult reporting and system issues.
  • Strong project management skills; ability to manage projects, set priorities and goals, monitor performance against goals and standards, and ensure successful project implementation.
  • Cross-cultural sensitivity and experience working with individuals from diverse cultural and linguistic backgrounds.
  • Meticulous attention to detail – accurate data entry and record-keeping skills.


Required Qualifications

  • Bachelor’s degree in computer science, data science, information technology, management information systems or related, and four years of experience in systems administration, analysis, and reporting, or equivalent combination of education and experience.
  • Experience as a DSO and/or ARO in SEVIS and knowledge of non-immigrant SEVP, DOS, and DHS regulations.
  • Must be a US citizen or Permanent Resident to serve as a Designated School Official (DSO) and Alternate Responsible Officer (ARO).

Salary Range
$64,700.00 - $110,500.00 / Annually

The salary range reflects base salaries paid for positions in a given job grade across the University. Individual rates within the range will be determined by factors including one's qualifications and performance, equity with others in the department, market rates for positions within the same grade and department budget.
