Job Overview

Ohio’s University Consortium for Child and Adult Services (OUCCAS) is the state training coordinator for the Ohio Child Welfare Training Program (OCWTP) and the Ohio Human Services Training System (OHSTS). OUCCAS oversees the development of all OCWTP and OHSTS program activities and products, manages the OCWTP and OHSTS trainer and coaching pools, manages the website, and provides fiscal administration for the programs.

 

OUCCAS is a team of professionals from three Ohio public universities and includes staff and faculty from the following programs:

  • The School of Social Work at the University of Cincinnati
  • The Department of Social Work at Ohio University
  • The School of Social Work at the University of Akron
  • The Department of Psychology at the University of Cincinnati
  • Kellana Hindert and Associates, LLC

Essential Functions

The Child Welfare Training Content Specialist at OUCCAS plays a crucial role in developing and implementing training materials for child protection professionals. The primary responsibilities will include:
Instructional Writing and Design: Write courses and develop resources for child protection caseworkers and supervisors using personal subject matter expertise and partner with instructional designers for the design and development of products.

  • Needs Assessment: Utilize performance data, skills gap analyses, and individual training needs assessments to identify the learning needs of child protection caseworkers and supervisors.
  • Research and Empirical Support: Conduct thorough reviews of professional literature to establish the empirical foundation for the competencies addressed in the training.
  • Quality Improvement: Work closely with continuous quality improvement staff to evaluate the effectiveness of training and actively engage in ongoing enhancement initiatives.
  • Trainer Development and Management: Identify and evaluate the qualifications of trainers; prepare trainers to deliver instructor-led courses; and provide technical assistance as needed.  
  • Product Implementation: Coordinate the pilot testing of newly developed training products to ensure their effectiveness and relevance; observe and provide feedback to trainers; and work with Regional Training Center staff to deliver courses effectively and efficiently. Manage the organization and distribution of training materials and resources.
  • Program Leadership: Lead programmatic teams and projects in partnership with Regional Training Centers, Ohio Department of Children and Youth staff, and the OCWTP Steering Committee.
  • Professional Development: Stay current in the fields of child protection and learning science and incorporate the latest research and best practices into training materials.
  • Documentation: Maintain detailed records and documentation of work for regular OUCCAS, State, and Federal reports.
  • Program Support: Undertake any additional tasks and responsibilities required to support OCWTP throughout the duration of the contract.

Required Education

Bachelor's Degree in a related field.


Required Experience
  • Five (5) years professional experience working with a Public Children Services Agency with at least two years as a supervisor.
  • Knowledge of Ohio’s child welfare practice models, policies and procedures.
  • Professional experience with Ohio resources related to child welfare casework.
  • Excellent communication and leadership skills.
  • Strong project management skills.
  • Ability to fully integrate learning science and best-practice training methods (including workshops, simulations, online learning, and coaching) into training curricula.
  • Experienced with office productivity software and learning management systems.

Additional Qualifications Considered
  • Bachelor’s degree in social work, psychology, education, or a related field
  • Master’s degree in social work, psychology, education, or a related field
  • Minimum of 5 years of experience in child protection or a related field.
  • Ability to dissect and explain child protection policies, procedures, and best practices.
  • Expert knowledge of Ohio’s Comprehensive Assessment and Planning Model (CAPM).
  • Demonstrated experience in developing training materials.
  • Excellent written and verbal communication skills.
  • Strong organizational and project management skills.
  • Self-starter, highly motivated, and able to work in a fast-paced environment.
  • Demonstrated contribution to the achievement of team-specific goals or targets within set timelines.
  • Successfully completed large-scale projects independently from conception to implementation aimed at improving child protection practices.
  • Passion for improving child protection practices and the lives of children and families.
