Manage, organize and direct the activities of work groups performing maintenance, testing, construction and renovation work. Plan and coordinate jobs to meet customer schedules and to optimize the efficiency of the work group and of other work groups within Facilities Management Services. Plan and coordinate the work of outside contractors to supplement the scheduled maintenance work group. Develop and implement detailed work plans ensuring that personnel, materials and tools are available to meet required schedules and budgets. Develop and manage cost center budgets

Under the direction of the Director of Facilities Operations, the 2nd & 3rd Shift Facility Operations Supervisor is responsible for daily operations and execution of facilities related tasks across all 6.5 million square feet of the CMU campus.  These tasks can range from emergency response, after hours student housing response, urgent client requests, event oversight of functions, oversight of contracted maintenance, in house preventive maintenance, and small plumbing, electrical, and HVAC projects.  

The 2nd & 3rd Shift Facility Operations Supervisor provides technical oversight for building infrastructure to include equipment installation, preventive maintenance, corrective maintenance and repair.   The role manages a team of union personnel working 24X7 including Lead Operating Engineers and Journeymen Skilled Trades. This position heavily relies on the ability to communicate effectively and frequently with customers (housing, police, parking, events), and across all levels of the organization, in the most complex and critical situations in a professional manner.  This job is deemed emergency essential and involves being on site during regular working hours as well as for major projects and emergency response events. 

Typical hours of this position are Monday thru Friday from 2pm to 10pm with the option to work ten hour shifts, 4 days a week, from 1pm to 11pm.  Once a week this position will need to be available to stay until midnight to handle administrative items, review work and provide communications to 3rd shift.

RESPONSIBILITIES

Supervisory and Oversight:

  • Manages staff and equipment for 24/7 building operations.  Manages personnel who respond to, execute, and complete customer service requests and other requests for special work.
  • Plan and coordinate jobs to meet customer schedules and to optimize the efficiency of the work group and of other work groups within Facilities Management Services.  Many work items need to flow seamlessly and frequently from the housing 1st shift crew to the after hours crew, requiring communication with first shift zone supervisors. 
  • Assign and schedule work assignments, taking into account staffing, priorities and customer requests.  Shop workload is distributed appropriately and prioritized.  Maintain compliance with work order metrics for urgent priorities, daily service, corrective maintenance and project work orders.
  • Manage the exterior lighting program.  Ensure exterior lighting replacements are completed in a timely manner and ensure campus walks are conducted on a routine basis.  Liaison with Enterprise Risk Management, Campus Police and other student affairs personnel on annual walk through of campus to identify areas of improvement for lighting.  Maintain, document and track lighting tasks as a result of the committee recommendations and proposals. 
  • On point person for water response and emergency management for any after hours calls.  Coordinate necessary contractors to respond in addition to in-house response.  Communicate real time with leadership regarding each situation, impact, and response.
  • Investigates, identifies and addresses long-range facility infrastructure needs, unusual problems or questions affecting facility maintenance.  Works to develop projects, including scope of work and budget. 
  • Ensures staff, contractors and vendors abide by program, contractual, and industrial standards/best practices, where required, which meet the requirements of the contract.
  • Provides for employees skills enrichment through job related coaching, mentoring and training.
  • Utilizes a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner.  Initiates and takes corrective action on unsafe conditions.  Routinely checks to verify that crew is using all required PPE.
  • Can be relied upon to be respectful, courteous and tactful in dealing with people at all times, creating a positive influence within the organization.
  • Ability to provide leadership to a diverse workforce comprised of various trades and in an inclusive environment.  Various trades may include, but are not limited to laborers, HVAC mechanics, steamfitters, electricians, and plumbers.

Facilities Contract Management:

  • Oversee facilities maintenance contracts such as grease trap cleaning, pressure washing and other related contracts.  Direct and schedule contractors according to university availability and be accountable for schedules, work completion, invoices and customer coordination. 
  • Track and verify completion of work against contract scope.

Event Oversight and Laborer Coordination:

  • Manage laborer assignments for all events (set up / break down) through work orders assignments and scheduling.  Follow up as needed directly with departments for additional information, layouts and timing.
  • Coordinate with vendor to order all rental tables, chairs and linens for events, as requested by departments.  Ensure items are delivered on time and in an approximate location to the event. Process all invoices.
  • Oversee laborer support and overtime rotations for major events such as carnival, commencement and orientation. 

Customer Collaboration and Coordination

  • This position requires heavy coordination with the housing leadership team and FMS housing zone supervisor.  Must maintain solid understanding of housing requirements, areas of responsibility, student work order process, and financial ownership.  Must be flexible and adaptive as priorities will change and work will shift from 1st shift to after hours and vice versa. 
  • Dedicated liaison with police and campus parking for afterhours support including fire alarm activations and emergency response. 

Trade Supervisor Responsibilities:

  • Trade supervisor oversight for Laborers. 
  • Responsible for managing staff with regard to reviewing timesheets, absence requests (vacation, personal, and sick time) and ensuring minimum coverage requirements for after hours, weekends and Holidays. Conduct bids, as needed, to ensure appropriate coverage. These responsibilities will require a knowledgeable understanding of union/CMU agreement and related work-practices.

QUALIFICATIONS

  • Graduation from a trade certification/apprentice program OR Associates degree OR Bachelor’s degree in engineering or facilities management.
  • Ten years of experience in facilities maintenance, and building operations.
  • Demonstrated ability to lead trades and develop skillsets to align with the needs of the building infrastructure.
  • Demonstrated experience managing the operation and maintenance of air handlers, electrical distribution systems, domestic water systems and other building systems.  
  • Demonstrated experience managing effective preventive maintenance program.
  • Must be able to operate and utilize IT systems (Tableau, Maximo, Clockview, Excel, Word) to perform data analysis and building oversight.  Basic ability to navigate control programs to view trends and obtain information from Metasys, ALC, Delta, Automatrix and Siemens.
  • Supervisory or leadership experience working with unionized workforce preferred.
