The Nuclear Nonproliferation Division (NND) at ORNL is a leader in research, development, and deployment of technology that enhances nuclear nonproliferation and safeguards, reduces threats to nuclear material at risk, and expands the national capabilities in radiation detection and nuclear forensics.  The NND Nonproliferation Safeguards and Treaty Verification Section provides direct R&D and technical support to the Department of Energy and its National Nuclear Security Administration in efforts to control and reverse the international proliferation of nuclear, chemical, biological, and missile (NCBM) technologies and programs that may support weapons research, development, and/or production.  The Section has a broad focus on technologies spanning the range of NCBM technologies.  Applications are being sought for an early-career nonproliferation technical staff member. 

 

Major Duties/Responsibilities: 

  • Prevent illicit or unintended transfers of WMD-related commodities, software, and technology to destinations and end users of concern.
  • Evaluate emerging proliferation threats, their magnitude, implications, and the impacts on the United States’ worldwide interests.
  • Evaluate strategic trade controls and the efficacy of international and domestic export control guidelines for nuclear and dual use equipment, with specific attention to interpretation and applicability of controls, regulations and guidelines.
  • Conduct detailed studies and implement sophisticated export control approaches and the role of national controls for the protection of commodities and technology subject to strategic trade control.
  • Identify and deploy methodologies for raising awareness of export compliance responsibilities and providing strategies, tools, and resources for complying with United States export control laws and regulations.
  • Develop subject matter expertise in the major areas of concentration involving export controlled technologies, high risk property, and foreign interactions.
  • Assist with the management of nonproliferation programs involving staff from across the DOE complex; develop proposals, program plans, budget, and scheduling activities; collaborate with DOE/NNSA sponsors on a regular basis; and ensure the timely completion of quality deliverables.
  • Develop and implement detailed training curricula, lectures and compliance assistance programs.
  • Provide input to required HQ reports and documentation to demonstrate INECP progress in Valinor.
  • Co-author the annual US engagement plan.
  • Coordinate technical reachback support including frequent contact with DHS/CBP National Targeting Center.
  • Assist with and closely monitor US enforcement event offerings and other US Enforcement support.
  • Coordinate events in virtual remote engagements with various US enforcement agency field offices.
  • Collaborate with U.S. and foreign scientists, engineers, government officials, law enforcement and U.S. private industry representatives.
  • Domestic travel is required and foreign travel is possible.

Basic Qualifications:

  • Bachelor's degree in a science, technology, or related field.
  • Experience contributing to nonproliferation projects.

 

Preferred Qualifications:

  • Master’s degree in science, technology, or related field.
  • A genuine curiosity about U.S. and international export control regulations, including all United States export agencies (Energy, Commerce, State, Nuclear Regulatory Commission, and Treasury) and international control regimes (Nuclear Suppliers Group, Australia Group, Missile Technology Control Regime, and Wassenaar Arrangement).
  • Experience in training development and delivery.
  • This position requires a highly organized, self-motivated individual with strong interpersonal skills, effective oral and written communication skills, training development capabilities, and adept at public speaking.

Q clearance:  

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
