Overview

The Nuclear Nonproliferation Division (NND) at Oak Ridge National Laboratory (ORNL) performs a wide range of scientific, technical, and programmatic activities in all facets of the nuclear enterprise from nonproliferation to research and development (R&D) pertaining to the safety, security, and safeguarding of nuclear and radiological materials. The Mission Implementation Group within NND is seeking applicants for a Nonproliferation Project Specialist. The position will lead and complete a variety of projects primarily sponsored by the National Nuclear Security Administration (NNSA), including the Office of Radiological Security (ORS), Office of Nuclear Smuggling Detection and Deterrence (NSDD), Office of Nonproliferation and Arms Control (NPAC), and the Office of Counterterrorism and Counter-proliferation (NA-80).  Other sponsors may include other offices in NNSA Office of Defense Nuclear Nonproliferation (NA-20), Department of State (DoS), Defense Threat Reduction Agency (DTRA), International Atomic Energy Agency (IAEA), Department of Homeland Security (DHS), Nuclear Regulatory Commission (NRC), and other sponsors with nonproliferation missions.

 

Major Job Duties

  • Run day-to-day operations of a small multi-disciplinary team of ORNL staff passionate about developing and deploying geographical information system (GIS) and satellite data for nuclear nonproliferation missions
  • Manage cost, schedule, and budget for nonproliferation GIS projects
  • Work closely with ORNL domain and technical subject matter experts to craft and implement effective approaches to solving nonproliferation challenges
  • Produce timely project status reports for program managers and sponsor collaborators
  • Collaborate closely with sponsor team members, including foreign partners, to communicate project status and articulate project impact to sponsor missions and use cases
  • Identify emerging needs of existing sponsors and conceive, develop, and implement initiatives to address those needs
  • Conduct outreach to new sponsors, including conducting background research, identifying beneficial scientific and technical capabilities, and supporting outreach strategy and execution
  • Work with sponsors and ORNL staff to drive project scope and improve project impact for sponsors
  • Nurture a professional network within ORNL, across the National Laboratory network, and with industry to maintain broad awareness of relevant new technologies and approaches
  • Occasional domestic and international travel to support project work

 

Minimum Qualifications

  • Bachelors degree in nonproliferation or GIS-related field with 2 years of meaningful experience
  • Experience liaising with senior sponsors on the management of sophisticated technical projects and capabilities
  • Leadership skills commensurate with experience. Candidate will be encouraged to lead teams (domestically and internationally) and will often work independently of direct supervision.
  • Excellent interpersonal and communication skills (written and verbal) to lead project work and to interact with co-worker, sponsor, design, research, development, and vendor personnel
  • Ability and dedication to writing reports on weekly, monthly, and project summary basis as well as collaborating on journal publications and conference presentations

 

Desired Qualifications

  • Masters in nonproliferation or GIS-related field with 5 years of proven experience
  • Experience working directly with foreign partners
  • Experience working with NNSA’s Office of Defense Nuclear Nonproliferation NA-20 or NA-80 program offices
  • Active security clearance or the ability to acquire one
