Overview:  
In the Nuclear Materials and Procurement Group (NM&P) within the Research Reactors Division (RRD) we have the responsibility of assuring the availability of certified spare parts and materials needed to maintain and operate the High Flux Isotope Reactor (HFIR) and Cold Neutron Source plant systems at Oak Ridge National Laboratory (ORNL).

 

The HFIR is a Category 1 nuclear facility and requires a high degree of rigor be applied to HFIR nuclear procurement processes. We are seeking a nuclear procurement professional who will provide procurement leadership and support in a variety of standard and specialized procurement activities through application of innovative and creative techniques! You will play a vital part in the entire supply chain process for the HFIR, including reactor materials procurement, commercial grade dedication, materials management, and so much more!

 

Major Duties/Responsibilities: 

  • Team with engineering and maintenance personnel to perform acquisition management and contract administration for nuclear reactor and cryogenic plant components.
  • Develop, recommend, and perform acquisition strategies including solicitation of quotes, analysis of proposals, quality source selection, determination of performance achievements, contract type and placement recommendations, establishment of negotiation objectives, cost reduction, and inventory management.
  • Apply understanding of engineering specifications, scope of work, governing codes and standards, requirements for test and inspection, QA, vendor documentation requirements, transportation, and ESH&Q to procure nuclear material.
  • Use key elements of procurement to effectively communicate opportunities, challenges, and long-term plans and actions to internal project team and leadership to support the procurement strategy.
  • Supervise supplier performance and compliance with delivery schedules, payment provisions, applicable laws, and contract data reporting requirements.
  • Manage supplier relationships, including resolution of non-technical contract issues.
  • Act as point of contact for company and supplier communications.
  • Develop and recommend warehouse management and optimization strategies.
  • Participate in or lead special projects such as assessment of the supplier base, program cost reduction initiatives, and company-wide audits.

Basic Qualifications:

  • A BS in a relevant field of study and at least 5 years of related experience (an equivalent combination of education and experience gained over at least 10 years may be considered instead of a bachelor’s degree).
  • Experience in DOE, DOD, or NRC purchasing, supply chain, inventory control, and other general business skills.

 

Preferred Qualifications:

  • Demonstrated ability to multi-task, display initiative, and solve problems.
  • Solid understanding of the ORNL procurement process.
  • Experience with warehouse management and optimization.
  • Familiarity with the techniques used to successfully procure high-quality spare and replacement items.
  • Solid understanding of reactor systems, components, and equipment.
  • Familiarity of nuclear regulations, standards, and procurement guidance documents related to safety classification, procurement and receipt of items, and commercial grade dedication (including but not limited to: ASME NQA-1, 10CFR50 Appendix B, 10CFR Part 21, EPRI NP-5652 including supplemental revisions).
  • Familiarity with applicable codes, standards, regulatory requirements, and guidance (e.g., ASME, ANSI, ASTM, IEEE, IEC, etc.).
