Work with the Water Program Policy Coordinator and local district staff to collaborate with agriculture, municipal, and other water users to develop water management strategies that meet multiple water needs. Review, analyze, and evaluate complex water plans, reports, proposals, and applications to identify impacts to instream and fish and wildlife needs. • Conduct technical analyses and literature reviews to ensure that water plans contain the best available information about instream needs and opportunities. Write technical reports including analyses, conclusions, and recommendations for water planning projects. Write technically complex grant proposals and applications to fund water planning projects. Work with state and private partners to continue to invest in the improvement of watershed health, resiliency, and capacity for natural storage. Provide the Water Program with technical expertise on water efficiencies and opportunities related to agriculture water use. • Interpret rules, regulations, laws, and procedures regarding instream water rights to develop creative solutions around instream water right protests. May represent the agency at public hearings, protest meetings and public meetings. Meet with protestants to seek consensus on settlement agreements. • Water Program lead for developing educational materials and developing messaging for different audiences to promote the value of water to healthy economic and ecological systems. Evaluate and respond to public or media questions, comments, and concerns. The above statements are intended to describe the general nature and level of work being performed. Qualifications

We are seeking applicants who meet the minimum qualifications and have the following skills and experience: Minimum Qualifications: • Three years of biological/ecological/hydrological experience performing studies, research, or resource management activities in a fisheries, hydrology, water management, stream ecology, or related field with a focus in instream flow or hydrology. At least one year of the experience must be at a technical or professional level in a fisheries, hydrology, water management, stream ecology, or related field with a focus in instream flow or hydrology performing activities such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities; AND • A Bachelor's degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely-related Bachelor's degree with a focus in instream flow or hydrology with at least 45 quarter (30 semester) hours of related coursework, or three additional years of experience performing studies, research, or resource management activities in hydrology, water management, fisheries, stream ecology, or related fields with a focus in instream flow or hydrology. A Master's degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely-related Master's degree with a focus in instream flow or hydrology will substitute for up to one year of the required experience. A Doctorate degree in Fisheries Science, Hydrology, Water Management, Stream Ecology, or a closely-related Doctorate degree with a focus in instream flow or hydrology will substitute for up to two years of the required experience. Requested Skills: • Preference will be given to applicants with an advanced degree in the related educational fields listed above • Research and experience in instream flow studies, fisheries and hydrology • Experience collaborating with agriculture, municipal, and/or other water users to develop water management strategies that meet multiple water needs • Intermediate to advanced experience using ArcGIS software • Experience presenting information to varying audiences on technically difficult or controversial issues • Experience identifying and communicating water flow and temperature needs for fish, wildlife and their habitat • Experience working with water laws, rules, policies and statues The State of Oregon requires all executive branch employees to complete their COVID-19 vaccination series or have an approved exception to the requirement due to a medical condition or sincerely held religious belief.
