This position serves as the Emergency Management Coordinator for the University of Missouri Campus, providing coordination with the University of Missouri System Emergency Management (UMSEM) office in developing, managing and coordinating all activities of emergency management including emergency preparedness planning, response, recovery mitigation and related activities. Key responsibilities include developing and coordinating Incident Action Plans (IAP) for the University of Missouri Columbia campus to include special events, protests, VIP visits; identifying the need for specific training and exercises on the campus; and leading committees, taskforces, and advisory groups on the Columbia campus.
Reporting to the Chief of Police, or their designee, this position will develop relationships with UMSEM, administrators and operations personnel throughout the university and serve as a resource for key stakeholders; will resolve complex problems which require knowledge of emergency management related disaster response and recovery support, and applies emergency management best practices to specialized solutions.
This position is located in Columbia, Missouri and housed in the University of Missouri Police Department.
Responsibilities
The emergency management coordinator position is seen as a project manager who will collaborate with colleges and departments throughout MU and University of Missouri System Emergency management team, raise awareness of issues, and assist in coordinating necessary resources for designated emergency and planned events. The following is a short, but not exclusive, list of specific responsibilities and tasks the coordinator will be responsible for:
In consultation with college and department representatives and using the plans developed by UMSEM, develop, update and implement policies, and procedures involving multiple agencies to improve the Campus’s ability to mitigate, respond, and recover from emergencies and disasters.
Coordinates UMSEM plan implementation with community groups, and other local jurisdictions involving mitigation, preparedness, response and recovery from disasters or other emergencies.
Leads stakeholder engagement discussion and activities to ensure collaborative development processes with UMSEM.
Apply technical knowledge and expertise to analyze and develop procedures.
Ensures all rule and regulation requirements are in accordance with Federal and State guidelines and response goals are accomplished.
Coordinate and oversee the MU Campus Emergency Preparedness Advisory Committee.
Represent the MU Campus on task forces and committees including Local Emergency Planning Committees (LEPCs), recovery committees, and campus committees at MU and MU Healthcare.
Serves as liaison between the County, State and Federal agencies and surrounding localities.
Establishes and maintains effective communications and working relationships with other University leaders, Local, State and Federal emergency management agencies, University System Emergency Management, and civic and business groups in order to ensure effective communications, preparedness, coordination and response to emergency situations; and provides guidance and expertise to campus leadership regarding emergency management operations.
Identify Campus-specific drills and, in coordination with UMSEM, Joint Office of Communications and Marketing (JOSCM), Division of Information Technology (DoIT), etc., plan them to test emergency plans and meet Clery and police accreditation requirements.
Serve as the campus point of contact for the University of Missouri System Emergency Management team to ensure campus emergency training and exercises effectively teaching the campus community how to respond to major emergencies and disasters.
Coordinate emergency management training for the Columbia campus.
Assist UMSEM as they prepare lesson plans and assist in the delivery of classes (when necessary) using adult-learner methods.
Work with UMSEM, assist in the preparation of disaster response training exercises, including reserving training facilities, obtaining needed materials and supplies, and evaluating results.
Serve as the point of contact for Building Coordinators regarding Emergency Action Plans (Building Level Plan) & Building level drills
Coordinate and manage the campus Emergency Operations Center.
Using the overarching Emergency Operation Plan developed by UMSEM as a foundation, and working with appropriate campus partners, create Incident Action Plans (IAPs) for specific events and incidents.
Coordinate the Campus Emergency Communications Committee (Alertus, RAVE, Blue Lights, Emergency Apps, etc.)
Serve as the campus point of contact for the UMSEM team, to assist coordinating the system-wide Emergency Management and Business Continuity Program by ensuring the Columbia campus is prepared.
Assists with developing and leading campus Incident Support Teams (ISTs) who work with local and state communities for response and recovery efforts.
Receives and responds to reports of emergencies.
Contacts and coordinates activities with appropriate authorities and agencies.
Ensures adherence to established operations, plans, protocols, policies and procedures.
Maintains a comprehensive, current knowledge of applicable laws, regulations, standards, and guidelines; prepares and maintains current contacts and information pertaining to shelters, evacuation plans/routes, transportation plans, and related information; attend SEMA meetings, and ensure knowledge of best-practices and available resources is up-to-date.
Coordinate and activate the campus emergency operations center.
