Overview:

Oak Ridge National Laboratory (ORNL) is the largest US Department of Energy (DOE) science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. The Nuclear Nonproliferation Division (NND) at ORNL seeks a Mission Implementation Specialist to help manage the complex set of mission-related commitments and deliverables. This position performs a wide range of business and programmatic support activities for the DOE National Nuclear Security Administration (NNSA) Office of Defense Nuclear Nonproliferation Research and Development (NA-22) projects. This is an opportunity to learn about the unique needs and considerations of successful nonproliferation projects through direct interaction with Subject Matter Experts, Sponsors, and other ORNL departments and colleagues. The position will primarily support Defense Nuclear Nonproliferation (DNN) Programs and associated ORNL Points of Contact (POCs) through management of custom program management software tools and coordinating proposals from across the laboratory for nuclear nonproliferation sponsors. This critical position will be responsible for 1) ensuring all required reporting to include technical and financial progress updates are uploaded in the program specific software on-time and to specifications; 2) projects and associated financial commitments are closed in a timely manner and have met all sponsor closure requirements; and 3) any contractual obligations are appropriately addressed and documented. Additionally, this position will assist primary sponsor POCs in preparing, formatting, submitting, and tracking - proposal and white paper submissions using custom program management software.

 

Major Duties/Responsibilities: 

  • Serve the as the primary manager of ORNL input to our customer’s custom project management software tools.
  • Implement the processes and procedures needed to ensure all project reporting and tracking needs are met for regular status reporting, milestones, or other information requests.
  • Obtain project leads’ input to prepare and submit progress reports (technical and financial) to DOE using their preferred systems and on their schedule.
  • Assist in the preparation and on-time submittal of ORNL white papers and proposals including formatting, compiling, tracking, reviewing for completeness, and light copy editing.
  • Follow-up on any projects or activities to determine gaps and resolve those needs and any other requirements.
  • Be resourceful and actively contribute to continuous improvement by offering suggestions or developing new tools that improve the interface between the unique needs of nonproliferation researchers and research projects with required business and operations systems.
  • Coordinate with financial analysts to ensure custom software data aligns with ORNL SAP systems.
  • Coordinate program/project lessons learned processes and procedures, process improvements, and develop plans for resolution.
  • Maintain a strong commitment to the implementation and perpetuation of ORNL’s core values and standards of business ethics.

Basic Qualifications:

  • Candidates who have an ability to bridge business and management needs with technical engagement and research requirements in domestic and international communities.
  • Exceptional organizational skills.
  • Bachelor’s degree in technical, business or operations discipline with 3-5 years of experience. A combination of education and experience will be considered.
  • Excellent verbal communication skills are required to interact with colleagues, sponsors, and vendor personnel; this includes a commitment to respectful and inclusive language.
  • Experience executing multiple activities simultaneously is required. Intense attention to detail is a must.
  • Initiative, accountability, and responsiveness are required. This job requires an above average ability to prioritize, be self-motivated, meet milestones and remain accountable, regardless of location.
  • Excellent written communication skills are required. This job will regularly require the preparation of reports and presentations.
  • Contribute to internal operating procedures and other standard operating procedures.
  • A high level of proficiency with MS Office products including Word, Excel, Power Point and Teams is required. Experience with SharePoint and SmartSheets is desirable.
  • A DOE Q clearance (or the ability to obtain a DOE Q clearance, which requires at a minimum U.S. Citizenship or status as an LPR [Lawful Permanent Resident]).

 

Preferred Qualifications:

  • Previous experience coordinating broad responses to proposal calls from across a large organization.
  • Experience working in a DOE National Laboratory or research and development environment.
  • Experience with ORNL-specific systems and tools including SAP, ORNL Buy, PowerBI, RESolution, and SPPS
