Description of Work Unit
Design and Construction provides administrative and professional services to facilitate and accomplish new construction, renovation, and/or replacement of the physical facilities and infrastructure of the campus in support of the University’s mission and strategic plan.
Position Summary
This position describes the fully functioning project manager that manages the design and construction of numerous types of complex projects. This position manages the people, schedule, budget and scope of both large and small construction projects. Projects are conducted simultaneously and cover a wide variety of design & construction disciplines, including architectural, civil, structural, mechanical, electrical, electronic, and landscape architecture. Construction projects include new construction, renovation, remodel, control maintenance, and capital construction. The position’s purpose is to ensure that stated project objectives are achieved from pre-construction (design) through construction and closeout with minimal disruption to other University activities and functions.
Required Job Qualifications
A Bachelor’s degree in construction management, business, environmental health, engineering or related field, OR a bachelor’s degree and six years of progressive professional experience in project management, two of which are capital projects for $30m+.
Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.
Preferred Job Qualifications
The successful candidate will have: excellent customer service skills; experience in design work (mechanical, electrical, structural or civil) and the ability to work successfully with many different types of clients, including administrators, faculty, staff, students, contractors, and the general public.
Experience in complex vertical construction with multiple phases and funding sources.
Master’s degree in related field.
Higher Education experience.
Demonstrated ability to handle multiple projects at one time .
Experience with sustainable building practices.
Excellent customer service skills.

Essential Duties


Job Duty Category Pre-Design for Large and complex projects
Duty/Responsibility

• Review and analyze the project’s program plan to address specific project goals.
• Identify the project goals during consultation with the client.
• Develop budget, cost estimates and schedules with client’s input.
• Develop project delivery strategies to meet project objectives.
• Acquire project approvals and receipt of funds.
• Interview and select professional consultants for design services.
• Solicit proposals, negotiate contract terms, issue design and consultant contracts.

Duty/Responsibility

Adjust State contracts and administer contract agreements with the architect/engineer, consultants and contractors.
• Manage the design process to ensure the project goals are met.
• Coordinate the client’s goals to align with the University’s goals.
• Ensure design consultant follows requirements of CSU Construction Standards.
• Interview and contract with additional consultants as needed.
• Facilitate and maintain communication between all entities.
• Provide for environmental hazard review of project and address remediation requirements.
• Review plans and specifications with client, CSU Facilities Maintenance, at Schematic Design, Design Development, and Construction Documents to ensure compliance with project goals, construction standards, all applicable codes and budget.
• Present project to the Design Review Committee and Physical Development Committee if needed.
• Coordinate impacts of the project with CSU departments and other governmental agencies.
• Coordinate construction activities and duration with University schedule.
• Acquire Code Compliance and local Fire Department approvals of the project design.
• Develop or acquire cost estimate of the work and provide to client for approval. Adjust as needed with client’s input to remain within budget.
• Formalize the project schedule, coordinate and document project logistics into contract documents.
• Pre-purchase long lead equipment and materials as needed.

Duty/Responsibility

- Bidding:
• Develop a bid strategy consistent with University policies and procedures taking into account the scope of work, project schedule, and available funds.
• Issue bid advertisements, Documented Quotations or acquire construction bids.
• Coordinate pre-bid meeting.
• Ensure all bidders questions are answered via addendum.
• Evaluate bids for lowest responsible bidder and review for compliance with bid requirements.
• “Value Engineer” the project if over budget and acquire revised bids.
• Issue Notice of Award and the construction contract.

Job Duty Category Contract Administration Phase for large and complex assignments
Duty/Responsibility

-Conduct pre-construction conference. Review and approve Schedule of Values, Sub contractor list, and construction schedule meet the project requirements. Monitor construction progress, attend weekly site meetings and inspections. Verify with design team construction is in accordance with contract documents.
-Coordinate construction work around University activities in order to minimize negative impacts to University operations. Resolve disputes, discrepancies, and interpret disagreements.
- Coordinate and recommend approval of change orders. Authorize payment of contractor’s pay application. Track budget changes, invoices, update project schedule on computerized project management system. Present project update to Facilities management personnel and the campus community on the current status of projects.
- Work with clients, occupant representatives, user groups, utilities, and facilities trade shops to insure the prompt completion of the project. Administer policies, procedures, statues, rules, regulations and applicable codes and inspections.
-Contract with and insure compliance code inspections and special inspections.
-Assess contractor schedule and quality and correct as needed.
-Revise design professional contracts as needed.
-Coordinate project completion by punch list inspections, substantial completion and beneficial occupancy forms.

Job Duty Category Close out/Post Construction for large and complex assignments
Duty/Responsibility

Coordinate, conduct and validate project close out of final punch list, testing, verification, and training of systems.
• Ensure completion of all required documentation prior to use, including Substantial Completion, Building Inspection Record, and Beneficial Occupancy forms.
• Insure receipt of and archive all project documentation including Operation and Maintenance manuals, as-built drawings, warranties and final budget reconciliation.
• Issue advertisement for Contractor Settlement and address any claims.
• After all items completed, issue Final Acceptance and release contractor’s retainage.
• Schedule periodic warranty inspections. Verify that all items are addressed and corrected in a timely manner.
• Coordinate any post construction work that falls within the warranty periods with the contractor.
• Initiate preventative maintenance items with University personnel once warranties have expired.
