Job Description Summary:

The Manager, Payroll Services is responsible for overseeing the operational management of Austin Community College District’s (ACC) payroll process by ensuring the integrity of the procedures through the coordination of tasks, adherence with all ACC policies and procedures, federal and state laws, and monitoring controls. The duties include creating or contributing to a plethora of high-impact deliverables, managing and developing a cohesive and proficient team while ensuring confidentiality, accurately processing payroll, adherence to audit controls, and the timeliness of payroll-related reporting. Your contributions will be crucial in the Business Services Office becoming a highly efficient and effective Center of Excellence (CoE).

Job Description:

Description of Duties and Tasks ​

  • Supervises, trains, coaches, directs, coordinates, evaluates and disciplines personnel while adhering to organizational human resource policies and procedures and related employment laws. Recommends hire and termination actions for positions supervised.

  • Possesses key competencies in conflict management, negotiation, organization, and decision-making.

  • Reviews staff workload and makes necessary changes to optimize processing.

  • Maintains payroll information by directing data collection, calculation, entering, and analysis. Updates payroll records by reviewing and approving changes in earnings, exemptions, and deductions.

  • Prepares and approves payments for retirement funds, garnishments, benefit premiums, taxes, and other payroll liabilities.

  • Collaborates with staff and other business partners regarding efficient, accurate data processing and resolves payroll-related problems after conducting the necessary research.

  • Prepares, reviews, and processes payroll: posts entries to the applicable general ledger accounts and manages the reconciliation process.

  • Develops, distributes, implements, and adheres to ACC’s payroll schedules and calendars.

  • Closes payroll records each quarter, fiscal, and calendar year, overseeing the preparation and submission of W-2s, year-end, and quarterly filings.

  • Maintains knowledge of current and new developments in payroll, including laws.

  • Monitors the College’s payroll activities to ensure compliance with federal, state, and local laws, ACC policies and procedures, and maintains sound business practices.

  • Evaluates, creates, recommends, and implements effective ACC payroll practices, policies, procedures, and guidelines that ensure the integrity and stability of the payroll systems and processes.

  • Prepares and promptly submits reports based on statistical and financial information as federal and state agencies, business partners, and other stakeholders require.

  • Interfaces with external governing bodies.

  • Supports the internal and external audit processes as needed.

  • Assists in establishing short- and long-range departmental goals, objectives, and policies. Creates and maintains process flow documentation and operating procedures for areas of responsibility.

  • Recommends benchmarks for measuring the financial and operating performance (e.g. Key Performance Indicators (KPI) and metrics).

  • Collaborates with the Information Technology (IT) Project Management Office (PMO) and other IT staff (or consultants) to identify and recommend improvements that ensure the integrity of the systems.

  • Conducts payroll-related training at the departmental and district-wide levels.

Knowledge

  • Principles, best practices, and trends in payroll, accounting (GAAP), and human resources.

  • Current knowledge of applicable state and federal wage and hour laws.

  • Supervisory principles, practices, and methods.

  • Ability to create processes and conduct training for both internal and external business partners.

  • Adhering to contract and bid procedures, standards, and protocol.

  • Proficient at managing multiple competing priorities and meeting deadlines.

  • Develops a rapport with business partners and listens to them while simultaneously adhering to protocols and guidelines.

Technology Skills

  • Use a variety of spreadsheet, word processing, database, and presentation software.

  • Advanced proficiency in business applications, such as Microsoft Office Suite and G Suite.

  • Use automated financial systems.

Required Work Experience

  • Five years of related work experience, including three years of supervisory experience. Education cannot be substituted for supervisory experience.

Required Education

  • Bachelor’s degree in Business, Accounting, Finance, or a related field.

Description of Duties and Tasks

  • Master’s degree in Accounting, Business, Finance or Certified Public Accountant (CPA)

Special Requirements

  • Valid Texas Driver’s License and reliable transportation for local Austin area travel and travel between the College’s campuses.

Physical Requirements

  • Work is performed in a standard office or similar environment.

  • Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.

  • Occasional lifting of objects up to 20 pounds.

Salary Range

$85,239 - $106,548
