  East Stroudsburg University is hiring a Manager of Parking, Transportation, and Security Services! Located in the beautiful Pocono Mountains of Pennsylvania, ESU’s proximity to New York City and Philadelphia provides convenient access to internships, careers and social activities. Just minutes from campus are the country’s largest water parks, scenic Delaware Water Gap Recreation Area, Appalachian Trail, and other opportunities for recreational fun.

As the Manager of Parking, Transportation, and Security Services, you will need to think creatively and be comfortable managing the University’s parking, transportation operations and administration including both security and parking enforcement staff. You will be an active member of the University Police team working closely with the Chief of Police to oversee the campus web-based system to develop, maintain, and manage parking at the university. You will thrive in this role if you like combining your public safety and parking management experience while coordinating maintenance to enhance parking facilities. To be successful in this role, you must have prior experience working in police operations, parking, or security services; along with being detail oriented, and possessing supervision experience. 

Your normal hours will be Monday to Friday 8:00 AM to 4:30 PM. You may have to flex your schedule from time to time based on the needs of the business to be a true Manager of Parking, Transportation, and Security Services. This position requires 25% travel to mainly local locations. When our team shows up for work, they are energized and motivated to succeed - all while being the most crucial piece to keeping the ESU operations humming.  

What Will I Do At ESU? (AKA Essential Duties)

  • Implements and administers all parking and transportation functions; promptly implements orders and regulations; assists in the development of new rules, regulations, policies and procedures in order to continually improve the efficiency and effectiveness of department services; Informs the Chief of Police by means of written and oral reports of the daily activities of security and parking staff operations.
  • Oversees the campus web-based system to include development, maintenance, implementation and management of zone parking; parking fees; issuance of permits and decals; parking appeals processes; conducting statistical research; development of near, mid and long term parking plans; development and maintenance of web based parking registration and gated parking lot systems; administration of all parking rules and regulations; overseeing the operations of traffic enforcement; representing the department in all meetings involving parking issues; responding to requests for information concerning parking issues; providing management direction of all personnel involved in parking related duties.
  • Coordinates planning of the construction, maintenance and enhancement of parking facilities and garages including resurfacing, restriping, lighting, surveillance systems, signage and associated technology with Facilities Management and Computing and Communication Departments. Is the department liaison with municipal agencies for all matters related to traffic and parking.
  • Implements and manages the business use of rental vehicles by University Faculty and Staff, the campus shuttle transportation system and short-term rental vehicles. Works closely with selected vendors in developing and maintaining these agreements and in negotiations of future service needs.
  • Oversees the operation of the shuttle service including supervision of assigned staff and negotiation of contracts related to this service.
  • Directs; supervises and evaluates assigned parking enforcement, security, and student staff; investigates complaints and makes recommendations concerning discipline of subordinates; submits recommendations to the Chief of Police on hiring and promotion of all employees under their supervision.
  • Manages the budget assigned to the parking division; manages overtime procedures and leave management functions for assigned staff; participates in complaint resolution; assists the Chief of Police with planning and works directly with the Chief and Assistant Chief of Police/ Director of Safety in implementation of the security responses for all major campus events; works cooperatively with students, staff, faculty and external agencies on matters related to parking, transportation and security issues; provides support for special functions as needed; oversees the maintenance of department equipment; coordinates requests for department and parking facilities improvements and repairs
  • Oversees the third party contracted security services program. Negotiates contract with third party vendor. Coordinates with vendors on the hiring, training, and scheduling of these officers as well as managing their performance on site and in conjunction with the vendor’s HR division. Promulgates timecard, payroll and billing processes.
  • Performs related work as required. 

 What We're Looking For (AKA Qualifications)

  • Bachelor’s degree in public safety, security management, or other related field required.
  • 2+ years of experience in a supervisory or management role, with direct oversight of staff is required.
  • Certification in parking management is required and can be obtained within 3 months of hire date.
  • 3+ years of experience in parking management or directly related field required.
  • Ability to quickly pivot between tasks and priorities is essential for this role.
  • Able to think critically and apply critical thinking skills to solve problems independently; make independent decisions that support the needs of the University and its students.
  • Valid Drivers License.
  • Technical skills: Banner experience is helpful.
  • Able to read, write, and comprehend English; able to follow verbal instructions.
  • Experience with Word, Excel, Teams required.
