PURPOSE

Reporting to the Director, Infrastructure and Research Computing, the Manager of IT Application Administration oversees and manages the institutional software applications support team, including day-to-day operations. The manager will work with a team to provide technical leadership in creating the foundations then implementing and maintaining a robust, highly reliable and available disaster tolerant institutional application environment.  This includes the management of the design and development of infrastructure application environments, including hardware, network and software infrastructure components.

RESPONSIBILITY

Functional Area 1: Operational

Percent Effort (40%)

  • Provide technical leadership in creating the foundations then developing and maintaining a robust, highly reliable, highly available and disaster tolerant services.

  • Manage the design and development of the Infrastructure server environment, including hardware, network and software infrastructure components.

  • Establish and maintain monitoring and reporting systems that allow effective communication of the operational status of the infrastructure. Implement systems required to provide services to Islander students, faculty and staff.

  • Plan, develop, monitor, and manage the budget and capital equipment process required to support infrastructure applications and middleware.

  • Manage budget and direct planning and prioritization of these functions’ workloads.

  • Provide technical consultation and support to staff.

  • Provide detailed architectural designs of new and existing systems and direct policy and procedure documentation for dissemination.

Functional Area 2: People Management

Percent Effort 30%

  • Provide overall leadership for assigned administration staff.

  • Manage the administrative processes for human resource actions (hiring, professional development, promotions, terminations, disciplinary procedures, and salary adjustments) to maintain a skilled technical and customer service oriented staff.

  • Set expectations & focus, assign duties, delegate responsibilities, evaluate activities, etc.

  • Provide ongoing performance feedback, goal setting, and development plans for staff.

  • Plan future staffing needs.

  • Provide timely communications to staff.

Functional Area 3: Outreach & Communications

Percent Effort (20%)

  • Assure appropriate communications and coordination with management, other IT areas and other University departments.

  • Provide timely and effective communications to the technical administration staff.

  • Represent the technical groups on advisory, policy, and project committees.

  • Foster communication with IT users.

  • Promote accomplishments to the user community

Functional Area 4: Other

Percent Effort (10%)

  • Proactively learn and utilize new technologies, concepts and procedures as appropriate to project requirements

  • Reads manuals, periodicals, and technical reports to learn how to develop programs that meet staff and user requirements.

  • Adheres to internal controls established for department.

  • Performs other related duties as required

WHAT YOU WILL NEED

  • Bachelor's degree in Computer Science, Management Information Systems, Network Administration, Cyber Security, or related field.

  • Minimum five years of progressively responsible experience in full life-cycle of systems applications, including planning, design, construction, implementation, and support.

  • Additional experience may be used as a substitution for the minimum education requirement.

    • High School Diploma and 9 years of related experience.

    • Associate degree in Computer Science, Management Information Systems, Network Administration, Cyber Security and 7 years of related experience.

  • Excellent written and verbal communication skills.

  • Demonstrated planning, project management skills.

  • Ability to effectively guide, lead, and develop technical employees promoting team relationship skills and communication. Demonstrated ability to successfully organize and lead large complex technical projects.

  • Thorough understanding of the skills, processes, and procedures necessary to maintain complex multi-tier application lifecycle environments.

  • Experience in management for a disaster tolerant institutional application environment

WHAT THEY WOULD LIKE TO SEE

  • Experience in higher education including demonstrated knowledge of higher education organization structure and business practices and the associated systems and platforms (Student information systems, academic advising, student recruitment). 

  • High level understanding of Student Information and interactive on-line learning software, management and infrastructure architecture. 

  • Experience with institutional software solutions for identity management, and document management.

  • ITIL Service Management experience preferred.

Salary is commensurate upon education and/or experience.
