Essential functions (job duties):

JOB PURPOSE
Serves as a member of the Office of Student Financial Aid (OSFA) management team responsible for managing the Federal Direct Loan Program, private loan programs, and other Federal programs (PELL, ACG, SMART, TEACH).  Contributes to the OSFA strategic direction and policy development and implementation. Manages the U.S. Department of Education Common Origination and Disbursement (C.O.D.) website and program activities.

ESSENTIAL FUNCTIONS
Plan and manage operational activities and program objectives for an assigned unit.  Establish operational goals, policies and procedures.  Evaluate effectiveness of existing systems, services and operating procedures. As a member of the OSFA management team, contributes to the Office's on-going strategic planning process.

Oversee and supervise staff. Will recruit, hire, train, direct daily activities, discipline and develop staff to ensure accurate and timely customer service and service delivery.  Ensure transactions for all academic and non-academic personnel within the assigned units are performed in compliance with University policy and procedure.

Train and instruct staff on methods and procedures.  Oversee, schedule and monitor service unit workflow and staffing levels. Provide training on various loan and federal program processes and procedures, both external and internal. 

manage specific financial aid programs for the unit. Coordinate the Institution's default prevention program and Exit/Entrance requirements. Develop, review, and analyze monthly reconciliation reports for the loan and federal programs including PELL, SMART, ACG, TEACH.  Responsible for school close-out of PELL, ACG, SMART, TEACH and Stafford programs.

Prepare statistical reports and summaries on department operations and activities.  Conduct special administrative studies and surveys.  Oversee projects and events.  Complete compliance reports.  Make presentations.  Perform analyses on department needs, activities and interests. 

Evaluate, analyze, and report on financial reports and transactions to ensure compliance with accepted procedures and maintain effective budgetary controls.
Research various potential funding sources.  Prepare funding goals and objectives.  Complete detailed reports on fund activities. Evaluate, analyze, and report on financial reports and transactions to ensure compliance with accepted procedures and maintain effective budgetary controls.

Serve on various University committees.  Attend meetings, administrative conferences and informational seminars.  Act as resource person.  Interface with University personnel and outside funding sources.  Resolve problems, answer inquiries and disseminate information.

Qualifications:

EDUCATION
Bachelor's degree in business administration or related field. Demonstrated working knowledge of Financial Aid policies and business procedures/practices. Working knowledge of accounting principles and practices.

EXPERIENCE
Minimum 2 years’ experience in student financial aid, including experience with PELL and Federal Direct Loan program, including the Common Origination and Disbursement (COD) system.  Experience working with   SMART, ACG, TEACH and Return of Title IV programs preferred. Experience with the Banner SCT student module or similar automated student financial system required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED
Supervisory Skills: Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train staff and develop subordinate's skills. Ability to foster teamwork among staff members.

Technical Knowledge - Demonstrated ability to manage technology and automated business processes.  Ability to compile and assess accounting and statistical data. Comprehensive understanding of federal laws and regulations governing the student loan programs and student eligibility for financial aid. Extensive working knowledge of PELL, Federal Direct Loan, Common Origination and Disbursement (COD) system, SMART, ACG, TEACH, and Return of Title IV programs.

Interpersonal Skills - Effective interpersonal and customer service skills. Ability to handle pressure situations, including dealing with sensitive and confidential human relations situations.

Organizational Skills - Ability to priorities and plan work activities; adapting to changing conditions.  Strong organizational skills and ability to work within established deadline and under pressure.

Computer Skills - Proficient in the use of Microsoft Word, Microsoft Excel and Microsoft Power Point.  Strong understanding of the University's Banner software system student module.

Communication - Must be able to write clearly and informatively, adapting communication style to the media.  Must be able to assess to whom information needs to be communicated and to communicate collaboratively and effectively with subordinates, peers, and management.
