Summary

The Manager, Behavioral Health is responsible for overseeing programs and community outreach at Healthcare for the Homeless – Houston (HHH), including but not limited to implementing and maintaining multiple programs and developing and maintaining community outreach initiatives. The Manager, Behavioral Health acts as liaison to other healthcare and social service providers in Harris County. This position is part of the senior management team, and reports to the Chief Executive Officer for administrative and program related matters and to the Chief Medical Officer for matters related to patient care.

 

The ideal candidate has experience and is comfortable working with individuals who have mental health and substance use disorders and individuals who are homeless or unstably housed, has an understanding of how to use quality assurance tools and programs, demonstrates strong interpersonal and negotiating skills, demonstrates strong analytical skills, strong verbal and written skills, manages time effectively, handles multiple assignments simultaneously, prioritizes projects and maintains organization.  Also demonstrates professionalism in appearance and actions.


Job Duties
  • Serves as a member of the HHH Senior Management Team, actively participating in strategic planning and management-level decision making for the organization, as appropriate. 
  • Supervises program and outreach employees across multiple sites, including SOAR program staff, Project Access staff, and staff members at Permanent Supportive Housing sites. 
  • Works with the appropriate HR agency (BCM or G&A) to post, screen, interview and select candidates who report to this position 
  • Provides orientation, training and development for direct reports, and other staff positions, as appropriate; Identify staff training needs and avenues for receiving necessary training
  • Provides ongoing managerial oversights for direct reports, including regular team meetings 
  • Evaluates employees on at least an annual basis
  • Proactively works with other HHH departments to coordinate between programs/outreach and clinics
  • Develops community partnerships and oversee multi-organizational programming collaborations
  • Serves as the main point of contact for the Homeless Management Information System (HMIS) and attend quarterly HMIS meetings with the Coalition for the Homeless; Oversee data entry and data auditing in HMIS
  • Attends regular meetings with program partners and serve as the lead representative for HHH for collaborative programming, such as monthly meetings with SEARCH regarding joint programming, monthly Steering Committee meeting for the Coalition for the Homeless, etc.  
  • Identifies new opportunities for collaboration and outreach that maximizes HHH’s community reach and service impact
  • Develops and maintains referral systems with partners and other organizations serving individuals impacted by homelessness/housing instability, such as with transitional housing programs, addiction rehabilitation centers, and emergency shelters
  • Tracks program outcomes, performance indicators and quality assurance measures to ensure programmatic success
  • Participates in applicable program compliance site visits from funders 
  • Documents program effectiveness by maintaining required reports and statistics on program clients 
  • Completes programmatic reports, as assigned by funding sources and work with the Chief Development Officer and CEO on grant and compliance reports. 
  • Oversees volunteers within specific programs and outreach activities, in collaboration with the Community Engagement Manager 
  • Carries out the mission of HHH and ensures the quality of services 
  • Demonstrates strong leadership and management skills.
  • Adheres to client/patient confidentiality. 
  • Works well within a multi-disciplinary team environment.

Minimum Qualifications
  • Master’s degree in a related field. 
  • Four years of relevant experience. 
  • Licensed Master Social Worker (LMSW), Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), LCSW-S or LPC-S.

Preferred Qualifications
  • Three years supervisory experience.
  • Experience with Microsoft Office and Excel, spreadsheets, and computer data-base systems.
  • Experience with EPIC electronic health records.
