Job Summary

Provides oversight and leadership to the team that will specifically focus on helping the Office of Information Technology (OIT) assess problems and opportunities related to IT Service Management (ITSM) function and develop appropriate solutions on the University’s ITSM platform to address those needs by defining, analyzing and documenting, and testing requirements. The position also involves working at a high technical level by gaining a detailed understanding of the ITSM platform, its components, capabilities, limitations, and product roadmap.

Essential Duties and Responsibilities

Service Now Development and Support: Create the product vision and road map taking customer, end user and organizational needs into considerations. Develop and execute the strategy while advocating the Product and services to increase adoption. Responsible for day-to-day administration of the platform, upgrade schedule, release plans and auditing of scheduled jobs and current integrations. Provide development support and maintenance for various modules, including custom developed applications. Configure, develop, test, and implement additional modules according to business needs and requirements. Collaborate with OIT Test Analyst and other process owners to ensure test cases are built, provide direction for test automation where applicable and build rigor into the testing procedures. Leads stakeholders in defining desired outcomes, assigning success measures, creating test cases to prove achievability of outcome attainment prior to go-live, and measurement of outcomes post implement to ensure project achieve outcomes. Collaborates closely with the Vendor and OIT’s Vendor Manager to acquire and maintain the optimal licensing contract that serves OIT’s and UTA’s goals. Ensure the product is delivering ROI to the organization. Management: Mentor and coach team members while helping them achieve their annual goals. Evaluate employee performance, plan and provide for development and training. Performs other duties as assigned.

Required Qualifications

Bachelor’s degree in Computer Science, Information Systems, or related field. Eight (8) years of experience with middle level management in system analysis and programming functions; experience managing the implementation and deployment of a scalable architecture for web apps or the equivalent experience. Experience with software development and proficiency with languages, frameworks, and technologies. Experience designing and solving business problems in a COTS platform with high configurability and customizability. Experience with the design and development of complex systems Experience with managing the development of SaaS and cloud-based applications. Experience in source control tools such as Git, familiar with Eclipse IDE, Visual Studio Code. Eight years of experience of which must include a minimum of three (3) years of experience with ITSM and/or ITIL concepts and framework and experience with an ITSM platform such as ServiceNow.

Preferred Qualifications

Three (3) years of experience in a higher education environment. Understanding of latest trends in the software development industry, including Cloud. Mobility Proficient in Test/Behavior driven development.

KNOWLEDGE, SKILL AND ABILITY: Solid understanding of all phases of the application development lifecycle and project management disciplines. Understanding of Java, Python, Node.js, AngularJS, PHP, HTML, CSS, JavaScript. Solid understanding of all phases of the application development lifecycle and project management disciplines. Ability to collaborate with customers, understand complex business processes and needs and deliver projects on time and within budget. Understanding of Web Application infrastructure including Apache Web Server, Tomcat Application Server, Networking, and Web Application security. Understanding of Web Application Development architecture, and infrastructure, including Application Servers, Web Servers, and Web Application Security. Adept at requirements analysis, estimation, systems and application design, and testing. Understanding of object-oriented programming and S.O.L.I.D design principles. Demonstrate strong logical and complex technical problem-solving skills.
