Under the general direction of the Department Financial and Administrative Officer (FAO) and in consultation with the Shared Service Center in the Bourns College of Engineering (POSSC) and the Central Personnel Services Unit (CPSU), this position provides academic personnel and payroll support to a large administrative cluster. Provide analysis, implementation, evaluation, and recommendation of new and existing system-wide and local policies, procedures, and guidelines. First contact for employees with payroll, benefits, onboarding, and offboarding questions. Identifies opportunities to continuously improve the effectiveness, accuracy, and delivery of payroll services.

Research and analyze campus policies and procedures to guide faculty, Department Chair, and staff on a variety of complex personnel actions for non-senate appointees including; recruitment, appointment/reappointments, excellence reviews, merit reviews, Lecturer assessment files, and Instructional Workload Course equivalency (/WC) requests. Review and process recruitment waivers and personnel actions related to non-senate appointees such as; Lecturers, Associate Ins, Visiting and Adjunct faculty, Researchers, Postdoctoral Scholars, Recalled Professors, and without salary titles. Track salaries for senate and non-senate faculty and provide quarterly reports to CPSU. Create non-senate appointment letters for approval by the Dean. Correspond and track the process of appointments. Monitor Academic Personnel actions for bargaining unit contract compliance. Provide administrative support regarding non-senate leaves of absence, such as family and medical leave (FML). Remains current on policies and procedures affecting the use of appropriate title codes, account codes, and other transaction codes as relevant. Attend Shared Services User Group meetings. Adhere to the Academic Personnel Manual (APM), UCPath procedures, Personnel Policies for Staff Members (PPSM), collective bargaining contracts, and organizational procedures in transacting personnel data changes.

Independently responsible for entering and monitoring payroll/personnel actions into Servicelink in an accurate and timely manner for at least 250 appointments (including ASE titles, such as GSRs, TAs, and Readers or other employee groups as determined) on a quarterly and ongoing basis which include, but are not limited to; new hires, rehires, step increases, stipends, data changes, extensions, separations, leaves of absence, short work breaks, disability and background checks. Verify appropriate fund sources, benefit rates and leave accruals. Independently fill out and submit the quarterly JRED/SWB gathering information from Pis, Graduate advisors, and analysts as needed. Conducts independent research on employees' payroll history data and corrects any payroll discrepancies. Coordinate onboarding with Shared Service Center to ensure timely onboarding of new staff, faculty, students, and volunteers are conducted. Coordinate background checks as needed. Monitor re-verifications of work authorization documents. Provide Social Security number forms for new hires. Assist with card and key access for new hires as well as terminations. Update titles in IAM Riverside and/or on the website for academic personnel and staff titles.

The budgeted range for this position is $59,000-$70,100.

Analytical skills to conduct analysis and develop recommendations to Chairs/unit management.
Demonstrated organization, problem solving and communication skills.
Basic knowledge of and ability to apply/interpret organization and college policies and procedures which govern academic HR.
Knowledge of unit academic culture and educational goals of discipline(s) served.
Knowledge of human resources management systems and other related business software programs and systems.
Knowledge of organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.
