 Law Enforcement Liasion- Center for Transportation (West Tennessee Region)

Location: The successful candidate must reside in one of the 21 counties of the Tennessee Highway Patrol Districts 4 (Memphis Region) and 8 (Jackson Region)

This full-time exempt status position at the Center for Transportation Research (CTR) of the University of Tennessee (UT), Knoxville will be funded through a renewable contract with the Tennessee Highway Safety Office (THSO) of the Tennessee Department of Safety and Homeland Security (TDOSHS).  The CTR serves the transportation needs of government, business, and industry through the conduct of contract research and the provision of training/service in the areas of highway safety, transportation policy, public transportation, environmental protection, transportation planning, and intermodal transportation. 

 

Tennessee’s Law Enforcement Liaison (LEL) Program is a federally funded initiative established in 1998 by the Tennessee Highway Safety Office (THSO), per the recommendation of the National Highway Traffic Safety Administration (NHTSA). An LEL is a primary connector between THSO and local law enforcement agencies across the State of Tennessee to implement national and state traffic safety priorities through media campaigns, high-visibility enforcement, and community engagement. These elements promote traffic safety education and law enforcement to prevent traffic fatalities and improve driver behaviors.

 

The successful candidate must reside in one of the 21 counties of the Tennessee Highway Patrol Districts 4 (Memphis Region) and 8 (Jackson Region) as he/she will be administering the LEL program in these two districts. The West Tennessee region consists of 21 county sheriff's offices, 2 Trooper Districts, and numerous police departments. The West TN Region is broken down into six networks and is assigned a network coordinator that works in conjunction with the law enforcement liaison in charge of the area. Qualifications

 

Duties/Responsibilities:

The position of Law Enforcement Liaison (LEL Coordinator II) will serve as a liaison between the THSO and law enforcement agencies, health care providers, and community leaders to encourage their participation in its programs and to implement THSO-sponsored highway traffic safety programs.  An LEL is responsible for facilitating programs and partnerships which may assist in a reduction in fatalities, an increase in safety belt and child restraint usage, a reduction in the number of drivers speeding on Tennessee highways, and a reduction in the number of impaired drivers on Tennessee highways.  An LEL is also responsible for developing partnerships with local, state, and federal agencies to assist with traffic safety initiatives.  An LEL researches and analyzes traffic data and trends and assist agencies with implementing an enforcement plan.  LELs work with law enforcement agencies to identify traffic safety initiatives and assist with the development and implementation of solutions.  An LEL has an overall general knowledge of local, state, and federal traffic laws.  An LEL implements traffic safety training in its assigned region.  An LEL participates in community events to educate the public on traffic safety.

This is one of 4 grant-funded positions responsible for implementing the activities and tasks of the THSO Law Enforcement Liaison Program. The position is MR 11, which is range from $52,021.14 – $93,638.05. This position will serve the West region of Tennessee and will require substantial in-state travel.

 

Minimum/Required Qualifications:

This position requires a High School Diploma and a minimum of five (5) years of law enforcement experience with two (2) years in traffic enforcement along with Tennessee P.O.S.T. Commission certification.  The successful candidate must possess proven leadership skills, be a self-starter, and have excellent communication and organizational skills.  Additionally, this person must have a demonstrated record of integrity, the ability to work independently, and be proficient in Microsoft Office software.

Preferred/Desired Qualifications:

Two years of supervisory experience in law enforcement is desired.  Documented experience giving lectures, providing training, and making presentations is also desirable.  Preference may be given to P.O.S.T certified instructors and those with experience in grant monitoring and participation in THSO initiatives. A bachelor’s in Criminal Justice or a comparable degree is preferred.
