This is an onsite position. Potential for hybrid after successful completion of probation period and you are able to work independently.


DESCRIPTION

This position is for a licensed attorney or experienced labor relations professional. The position involves establishing and maintaining positive labor-management relations in a highly unionized healthcare environment.

The successful applicant will be responsible for an individual case load and have duties such as: administering the grievance process from intake through appeal; monitoring and ensuring management and union adherence to labor contract provisions; actively participating in MOU negotiations at the local and UC System-wide level; and addressing questions from unions, employees and managers with specificity and from an enterprise perspective. The successful applicant will be using their labor relations concepts and skills, their understanding of labor and employment law principles and general union issues, to independently resolve matters of varying complexity.

The successful applicant will also have general familiarity with Federal and State Labor Laws and the ability to negotiate final settlement agreements with governmental agencies, union attorneys and/or other claimants and their counsel. This role is also responsible for providing advice and guidance to the Health Human Resources department and personnel.This position answers to the Director of Health Labor Relations and is part of a highly integrated and tight-knit team of professionals. Candidates should possess initiative, intelligence, critical thinking/analytical skills, and a strong work ethic for this demanding environment. The ideal candidate should be comfortable with working independently with a team of legal professionals with general oversight of day-to-day activities and ability to identify opportunities for improvement in daily work functions.


MINIMUM QUALIFICATIONS
  • Nine years of relevant experience, education/training; OR a bachelor's degree plus five years of experience in labor/employment litigation, and/or formulating labor relations strategies and serving in a lead capacity conducting highly complex negotiations with a significant degree of autonomy.

  • Labor or Employee Relations experience with proven success in a like function, including Labor & Employment/Workers Comp/EEOC type roles (trial and/or other litigation experience will also be considered).

  • Experience should include fact-finding and conducting formal investigations within a unionized environment, proven arbitration or litigation skills, mediation or labor contract negotiation experience, formal settlement negotiation and drafting, among other skillsets.

  • Solid PC literacy, including Microsoft Office products.

  • Proven skill in analyzing information to define the problem or objective; identify relevant concerns, patterns or relationships; formulate logical and objective conclusions; and recommend alternatives and their implications.

  • Strong skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications.

  • Must be able to maintain high degree of discretion, integrity, and sensitivity to confidentiality and privacy.


PREFERRED QUALIFICATIONS
  • Licensed Attorney in California.
  • Experience with union litigation/arbitration and/or preparing for same.
  • Familiarity and experience with HEERA/PERB/EEOC/Ca. Dept. of Civil Rights.
  • Experience with UC staff personnel policies/procedures and union contracts.
  • Healthcare Human Resources experience.

SPECIAL CONDITIONS

Pay Transparency Act

Annual Full Pay Range: $91,300 - $170,700 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $43.73 - $81.75

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
