Job Summary

Function involves designing, developing, implementing and integrating laboratory data workflows for pathogens of public health significance to improve integrated disease surveillance and response (IDSR). This could include identifying laboratory software or programs to assist in the integration of health data systems and supporting data collection, analyzing, reporting and visualization of laboratory and clinical data for pathogens of public health significance including COVID-19; developing and utilizing computational tools and systems to analyze and interpret laboratory, biological or other health data. Utilizes and develops algorithms, computational techniques, and statistical methodologies. Helps in the design of new experiments. Implements end-user needs in database searching and integration. Maintains the computational infrastructure and tracks the flow of samples and information for large-scale studies. 

UCSF Pandemic Initiative for Equity and Action (UPIEA), in partnership with US Centers for Disease Control (CDC), will be leading a multi-year project to improve surveillance systems to respond and prepare for pandemics and advance health equity in Latin America as well as the Middle East and North Africa. UPIEA is seeking a Lab Information Systems Manager to: 

•    Lead development or strengthening of innovative lab information systems and public health data collection, management, analysis, and visualization including PCR and NGS for COVID-19 and antimicrobial resistance.
•    Identify and implement strategies and software for improving existing public health surveillance data systems and infrastructure.
•    Analyze interoperability and data stream across disparate laboratory and clinical systems within countries and across regions.
•    Identify different data sources and streams of data coming from disparate surveillance systems and develop solutions for interoperability and integration of data systems.
•    Conduct complex data analysis, database design, and data quality assurance and quality improvement.
•    Develop protocols and guidelines and provides information and technical assistance to support regional and country authorities, national reference laboratories, hospitals and health centers, community-based organizations, and other program partners with their lab information management systems to achieve integrated disease surveillance.
•    Assist partners with data migration, server upgrades and database storage requirements.
•    Serve as the technical leader and information resource on lab information systems, and work collaboratively with senior staff and management across departments, providing advice, counsel, and analysis on issues of policy, functionality, system efficiency, upgrades, business analytics, and industry advances and trends.

Work location: Remote until UCSF return to work and then hybrid; Mission Hall.

Required Qualifications

•    Bachelor's degree in public health, health care information technology, computer science, or related area, and 3 or more years of directly related work experience; and/or equivalent combination of experience/training
•    Thorough knowledge of bioinformatics methods, applications programming, web development and data structures.
•    Broadly encompassing or highly in-depth knowledge of clinical, health systems, health analytics, or public health informatics
•    Thorough skills associated with statistical analysis, database management and systems programming, including SAS statistical analysis software including visualization (tableau and PowerBI)
•    Thorough knowledge of all relevant clinical or public health informatics software and systems, and of the highly-complex concepts, principles, policies, methodologies, techniques, best practices, regulations, and standards practices involved with health systems, health analytics, public health surveillance or electronic medical data management
•    Communication skills to work with both technical and non-technical personnel in multiple fields of expertise and at various levels in the organization.
•    Ability to communicate technical information in a clear and concise manner.
•    Ability to interface with management on a regular basis.
•    Self-motivated, work independently or as part of a team, able to learn quickly, meet deadlines and demonstrate problem solving skills.


Preferred Qualifications

•    Master’s degree in computer science, informatics, public health, biostatistics, epidemiology or epidemiology and biostatistics
•    Health Informatics and Healthcare Analytics certification
•    Fluency in Arabic, French, and/or Spanish
•    Experience leading international capacity building activities related to Informatics, Integrated Disease Surveillance Systems, and/or Event Based Surveillance
•    Strong project management skills.
•    Thorough knowledge of modern biology and applicable field of research.
•    Strong analytical skills and expertise in documentation and reporting, with the ability to apply metrics, design and run queries, collect and analyze performance data, and produce sophisticated reports and analyses for management use
