POSITION SUMMARY:
The IT Resource Manager III partners with Business Leaders, IT HR, and Technical/Strategic Leads to communicate and facilitate business goals, programs, and processes in support of employee recruitment, performance, development and retention. This position will use data to evaluate and plan for current and future resource needs, including but not limited for projects with significant business impact involving cross-functional teams. The Resource Manager serves as an advocate for employees and guides them on their career path and development within the organization. This is a senior level position responsible for developing and maintaining processes and implementing creative solutions to leverage innovation in resource management practices.

RESPONSIBILITIES:
Recruitment and retention- Partner with Strategic/Technical Leads to hire qualified people to accomplish the goals and objectives of the team as identified by leadership.  Establish hiring standards, assessments and scoring methods. Coordinate recruitment efforts with IT HR through job postings and hiring events. Make hiring decisions based on goals, experience and skill set required for current and future needs. This includes but is not limited to reviewing resumes, conducting interviews, references and onboarding. Work with leadership on the final decision of recruitment and retention of employees.  Address poor performers.
Resource Planning and Allocation- Partner with Technical/Strategic Leads to continually assess team resources based on defined roles, responsibilities and skills matrix of current and future needs. Provide regular reports and metrics to help leadership understand the overall performance and efficiency of teams and individuals. Identify potential instances of underutilization and actively work to address and solve those issues. Ensure that problems within domain are addressed with the appropriate sense of urgency. Identify employee skill gaps. Make job assignments. Anticipate and plan for future demands of resources.
Team Roles and Responsibilities -attend Scrum Ceremonies and team meetings to learn about teams and their needs. Gather requirements for positions descriptions. Research position descriptions and collaborate with Technical/Strategic Lead to create. Foster team development. Ensure that employees not only understand their jobs, but also understand how they will be measured against performing their jobs satisfactorily. Evangelize and assist in execution of strategy set by Strategy/Technical Leads and Leadership.
Performance Evaluation- Partner with Technical/Strategic Leads to continually assess employee performance through sprints, check-ins, quarterly and annual evaluations. Define performance goals and expectations and ensure that employees understand job responsibilities and measures for successful performance. Evangelize and assist in execution of strategy set by Lead to ensure performance goals are met.  Provide recommendations for pay for performance actions. Partner with Technical/Strategic Leads to provide guidance in resolution of informal grievances. Work with IT HR to facilitate performance improvement plans, disciplinary actions and other employee relations issues.  Work closely with employees to fairly evaluate their performance.  Gather input from technical leads to assess employees monthly or sprint by sprint. Conduct official HR annual reviews.
Career Growth and Development- Coach and guide employees through career growth and development. This includes facilitating individual development plans to identify opportunities for learning/training, and routinely tracking progress. Creates agreed upon development goals and works with direct reports to achieve milestones. Collaborate with Technical/Strategic Leads or other areas within IT to make job assignments, identify skills gap and recommend development activities for employees such as job shadowing and mentorship. Anticipate and plan for training requests and associated costs according to available training resources for each team. Monitor cross training efforts. Partner with IT HR, Technical/Strategic Leads and Leadership to promote, facilitate and track advancement for employees. Work with Strategic Leads and employees to identify areas for learning/training. Recommend areas where employees can further grow, and/or where their skill set can be used to grow the team. Work with Tech/Strategic Leads to issue raises, bonuses or advancement of employee.
Employee Engagement - Promote team culture and work environment that encourages and challenges employees to grow and become more influential. Monitor employee engagement for continuous improvement and make recommendations as necessary. Advocate on behalf of the teams and present issues to Technical/Strategic Leads and Business Leaders. Work through Product Owners and Business Leaders for client related issues. Manage team calendar and ongoing team activities. Promote continuous improvement in the productivity of employees both on long-term projects as well as from project to project.
Communication - Serve as conduits for the dissemination of department or team related information to direct reports as instructed by leadership. Represent the team and leadership, answer questions and concerns or educate as necessary. Communicate and resolve team operational issues. Facilitate ongoing improvement discussions and activities. Provide information on resource options to the team, including documentation and procedures found in Confluence. Monitor compliance with policies and procedures. Monitor compliance in areas such as products and services, and contractor relationships.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and five years of related experience, including two years of supervisory experience. Nine years of related experience or a combination of education and experience may substitute for the Bachelor's degree. In all cases, at least five years of related work experience must include two years of supervisory experience.
SB 1310 Equivalency Clause: Four years of direct experience for a bachelor's degree.
