This position is primarily located at USC’s research facility, ISI - Information Sciences Institute, in Marina del Rey, CA. It is in beautiful, sunny Marina Del Rey, California. Our offices overlook the ocean and are just minutes from the beach. This is a full-time opportunity with a flexible, hybrid in-office schedule. 

The IT Network Engineer Manager is responsible for working with CIO on planning, designing, and executing IT network solutions, benchmarking technology strategies, leading the selection and implementation of technology solutions, identifying design and security deficiencies, and recommending corrective action of identified gaps and vulnerabilities.  

The incumbent supervises the engineering team and oversees the installation, repair, upgrade, and maintenance of Institute wide network services. Provides expert technical consultative services to end users for purposes of determining network hardware and software needs. Oversees installation, monitoring, maintenance, support and optimization of all network hardware, software, systems, and communication links. Identifies, assesses, and develops detailed requirements for new and existing networks. Analyzes and resolves complex network hardware and software problems.

The Manager has accountability for building and maintaining effective support to other IT functions as well as customer and vendor relationships to ensure the team provides accurate and modern technology according to needs and aligns with strategic roadmap.
 

Due to the nature of this role, the incumbent must possess US Citizenship and willingness to obtain top secret security clearance. 

This position will report to the CIO.


DUTIES AND RESPONSIBILITIES

  • Directly supervises all assigned subordinate staff. Recruits, screens, hires, and trains staff. Evaluates employee performance and provides guidance and feedback to assigned staff. Counsels and disciplines and/or terminate employees as required.
  • Consults with IT team and end users to determine complex network hardware and software needs. Analyzes users' needs. Identifies, assesses, and develops requirements for new and existing computing networks. Recommends and designs appropriate network configurations to meet organizational business needs and departmental standards. Reviews subordinate network engineers’ configurations and adjusts, as needed.
  • Oversees the installation, monitoring, maintenance, support and optimization of all network hardware, software, systems, and communication links for university. Manages the installation, configuration, maintenance and troubleshooting of end user workstation hardware, software and peripheral devices.
  • Oversees the monitoring of network performance, implementation of performance tuning, and troubleshoots complex network problems areas as needed. Reviews complex network performance statistics and reports. Makes changes, as needed.
  • Coordinates and oversees the implementation and maintenance of bridges, routers, gateways, remote access servers, domain service, security firewalls, application and device servers and Internet or Intranet devices and connections.
  • Provides expert technical consultation for the design and deployment of local area networks (LANs), wide area networks (WANs) and wireless networks, including servers, routers, hubs, switches, UPSs, and other hardware.
  • Oversees the creation and maintenance of technical network documentations. Prepares reports for management on network performance and maintainability.
  • Develops, implements, and maintains policies, procedures, and associated training plans for network administration, usage, and disaster recovery. Develops and conducts training programs for subordinate network engineers to ensure continued progress in maintaining technical proficiency.
  • Oversees software and network security and coordinates with IT team members to ensure the plan algins with business needs.
  • Develop and manage relationships with geographically distributed internal IT team, customers, vendors to ensure cohesive and collaborative communication and support
  • Stays informed of new developments and technologies by reading journals and other pertinent publications, maintaining contact with vendors, and participating in professional organizations, meetings, and seminars.
  • Develops and implements security related procedures such as office opening and closing routines, recognition of duress signals and key controls. Promotes and maintains standards for security conscious awareness and behavior. Maintains knowledge of university's crime prevention and suppression programs and services. Ensures dissemination of security related information to staff. Performs other related duties as assigned or requested. The university reserves the right to add or change duties at any time.

SKILLS & EXPERIENCE LOOKING FOR

  • Minimum five (5) years of extensive hands-on leadership experience of local and wide area networking, network security, and related hardware and software. Thorough understanding of information technology concepts for voice and data systems. Demonstrated strong interpersonal, oral, and written communication skills. Ability to supervise and motivate subordinates. Current network or server certificate. Excellent analytical abilities.
  • Hands-on experience acted as the lead role with network and relevant security technologies and solutions i.e. PaloAlto Firewalls, HPE and Arista switches, ClearPass NAC, WiFi Access Points and Mobility Controllers, Load Balancers, WAF and threat hunting. 
  • Thorough knowledge of the subject area sufficient for strategic planning, technology assessment, and direction. Experience in the management of ongoing technology infrastructure acquisition and expansion, including the identification and integration of suitable emerging technologies.

PREFERRED QUALIFICATIONS

  • Active Clearance 
  • Bachelor's (BA / BS) degree in Engineering, Telecommunications or related field, or equivalent work experience
  • 7 years of lead network engineer experience with Network Planning, Design and/or Architecture in Higher Education field
  • Hands-on working experience in scripting and automation 
  • Optical Networking based skillset with hands-on experience with routing platforms and protocols
  • Vision and desire to succeed while working with a group of diverse personnel under a corporate construct

The annual base salary range for this position is $149,700 - $155,000. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
