Primary Purpose of Organizational Unit
Since the creation of NC AHEC Program in 1972, NC AHEC has helped meet the state’s health and health workforce needs. The NC AHEC Program is a network of nine (9) regional education centers (AHECs) representing all 100 counties in NC. The NC AHEC Program Office at UNC-Chapel Hill works with 9 AHECs, Duke AHEC Program Office, and partners with NC academic medical centers/schools, health professions programs, community colleges, other private educational institutions, hospital systems and health departments and more than 1,400 medical practices in the state.
Mission: The NC AHEC Program provides and supports educational activities and services with a focus on primary care in rural communities and those with less access to resources to recruit, train, and retain the workforce needed to create a healthy North Carolina.

Within the NC AHEC Program, the Statewide Information Technology team is charged with providing robust technical solutions to support common processes across the AHEC system that are accessed by AHEC staff as well as consumers of AHEC services. By employing a combination of internally developed systems and integrations with commercial services, Statewide IT provides applications for all AHEC service lines as well as controlled access for regional IT staffers working at our 9 regional AHECs. The Statewide IT team also serves as primary data managers for a variety of programmatic data used throughout the system. This unit works closely with other Program Office leadership to contribute to business planning and evaluation to support automation and business processes to meet the mission of the organization.
Position Summary
Flexible work arrangements, including remote/hybrid work locations, are an integral part of the School of Medicine’s Working Forward initiative. As such, this position’s work location is designated as virtual. Please note that the designated work location is subject to change based on the unit’s business needs.
The IT Development Leader combines hands-on software development with team coordination activities for the Statewide IT team. The IT Development Leader contributes to and coordinates system architectural design, application development, and operational support for an innovative, hybrid (cloud and on-prem) micro-services platform to aid NC AHEC and partnering AHEC regions in their delivery of services and information to support the NC AHEC mission. This position will Support and work alongside a cross-functional development team on the latest technologies. In conjunction with the Director of Statewide IT, this position will work with regional stakeholders to define tools to automate and streamline statewide workflows onto a centralized platform with an eye to keep technical debt low. This position serves as an IT resource and advisor for statewide projects and personnel across the state.
Minimum Education and Experience Requirements
Master’s and 1-2 years’ experience; or Bachelors and 2-4 years’ experience; or will accept a combination of related education and experience in substitution.
Required Qualifications, Competencies, and Experience
* Experience working in IT Operations 
* Prior experience leading and managing IT projects
* Well-versed in managing cloud-based environments including DevOps tasks
* Programming experience in Laravel, Eloquent, Javascript, and
* Experience developing web applications and backend API for accessing SQL databases
* Practical experience with Docker containerization and redundancy
* Experience implementing CI/CD (e.g. Jenkins, TravisCI)
* Version control system experience (e.g. Git)
* Experience with microservices design and implementation
* Strong communication skills with technical and non-technical audiences
Preferred Qualifications, Competencies, and Experience
* Proven experience working with interdisciplinary teams
* Experience with sprint planning and itemizing specific tasks to accomplish goals
* Strong networking skills and ability to engage stakeholders from various backgrounds
* Fluency in SQL Database design and tuning
* In-depth experience with AWS (EC2, S3, Lambda, Elastic, IAM, AWS CLI, SAM CLI)
* Development experience with front-end frameworks such as AngularJS, Bootstrap
* Knowledge of Test-Driven Development
* Experience working with Docker Swarm
* Experience integrating with vendor software via webhooks and vendor APIs.
* Knowledge of network security (i.e. SSL, firewall maintenance) load-balancing, reverse proxying using nginx
* Experience with major system/software upgrades and migrations
* Implementation experience with OAuth 2.0 and SSO
* Certification in project management or related IT field
