USCB is currently accepting applications for an IT Business Manager. The ideal candidate will function as the main business operations conduit for the Information Technology Services and Support at the University of South Carolina Beaufort. The IT Business Manager will also be responsible for all ITSS purchasing; working with other departments to define requirements ensuring that technology purchases meet applicable ITSS requirements. Additionally, IT Business Manager will function as primary HR contact for IT; steward of ITSS policies and procedures; inventory specialist; and special project liaison.
Minimum Qualifications
Requires a bachelor’s degree and 1 or more years of experience with procurement policies and procedures, which may be substituted by equivalent combination of certification, training, education, and/or experience.
Preferred Qualifications
Bachelor’s degree and 4 or more years of experience
Existing working knowledge of higher education, State of South Carolina, or USC System purchasing policies and procedures
Existing experience with IT purchasing.
Working knowledge of HR functions within higher education environments.
Knowledge/Skills/Abilities
Knowledge of the principles and techniques of planning and execution of plans in an IT environment. Ability to organize and review the work of technical personnel. Ability to establish and maintain good working relationships with technical staff, management, faculty, staff, students and others. Ability to work with all levels of management across the University System.

Job Duty
Procure all technology equipment, software, and maintenance support for the University of South Carolina Beaufort. This will include working with necessary ITSS Directors to determine existing state contract options, acceptable procurement methods, and appropriate contract terms. Having timely purchases of technology assets are critical to University operations. Additionally, State and System requirements must be met to adhere to SC laws and regulations.

Inventory all IT equipment across USCB’s three campuses. This will be done by utilizing an industry standard inventory system. Having accurate counts and locations of ITSS equipment is standard to IT operations.

Steward ITSS policies, procedures, and other departmental documents. This includes the Disaster Recovery and Business Continuity Plans. Using industry standard frameworks, the Analyst will work closely with ITSS Directors to draft and maintain ITSS Policies and Procedures on a set refresh cycle. Current policies, procedures, and plans are critical to organizational operations.

Develop budgets and track ITSS Departmental spending. Working closely with the CIO, the IT Business Analyst will help ensure that all procurement works through existing budgets. Additionally, the Analyst will help charge back any purchases made by Affiliated Organizations. Accurate accounting of IT purchases is required for a fiscal responsible department.
