Job Description

The IPG Director will manage the personnel and facilities to execute the IPG mission on behalf of BCDC leadership and ensure IPG facilities and personnel are capable and ready to support BCDC test and evaluation (T&E) events, when needed. Provide adequate financial support for IPG personnel and facilities through expanding the current T&E customer base and research portfolio. Review and recommend priorities for event support requested by both internal and external customers. Coordinate for external support for T&E events (SMEs, soldiers, supporting equipment, etc.), as required. Oversee coordination of land, airspace, spectrum and frequency management, and associated permits, reservations, and authorities required for BCDC operations. Write and deliver reports to BCDC management and customers, as required. Develop IPG rate cards, statements of work, task orders, and/or budgets for the BCDC. Propose facility and equipment maintenance and/or upgrades to ensure the IPG maintains state-of-the-art capabilities.   Manage the IPG research portfolio. Serve as Principal Investigator for T&E research and innovations. Propose and develop IPG policies and procedures. Coordinate with RELLIS Campus and other resident agencies to manage scheduling, deconflict activities, and facilitate maintenance of IPG facilities. Establish and sustain collaboration with external military, government, academic, and industry partners. Represent the IPG at BCDC, TAMU, and TAMUS events, when requested. Ensure that the IPG employees remain relevant by developing a training program on the most up-to-date testing, data, and instrumentation technologies and procedures. Ensure safety measures and security classifications are identified, mitigated for, and adhered to in all events and measures are in place to assure compliance.

Required Education:

  • Ph D. degree or equivalent combination of education and experience.

Required Experience:

  • Sixteen years of related experience.

Preferred Experience:

  • Related work experience in US government or defense industry.
  • Extensive experience in DoD test and evaluation within the US military/government or industry.
  • Experience in leading teams to design, development, and conduct testing and evaluation of defense-related systems.
  • Experience in managing large, complex facilities to support test and evaluation of defense-related systems.
  • Expertise in military range and test control systems; instrumentation; data collection, analysis and visualization; and systems modeling and simulation.
  • Experience working on research or innovation projects as an individual contributor or leading teams in system design and development.
  • Experience communicating complex technical projects to high-level stakeholders.
  • Ability to anticipate and resolve complex problems.
  • Strong interpersonal skills in order to influence, collaborate, and work effectively with all levels of internal and external leadership as part of a team.
  • Proficient professional written and verbal communication skills including briefings and presentations to internal and external senior leadership and stakeholders.
