Investigations and Appeals Coordinator

Job Summary:

The individual in this new position will be responsible for management of processes associated with personnel investigations and appeals handled by the Provost's office, including drafting decision and reviewing evidence, cross-office coordination, stakeholder communication, as well as analysis of trends, committee participation and other responsibilities for the Office of the Provost.
Specific responsibilities include the management of records and hands-on, detailed casework associated with the Provost's decision-making role in employee and student (where applicable) appeals of Office of Compliance findings, Academic Staff Appeals Committee (ASAC) appeals and grievance recommendations, Hostile and Intimidating Behavior (HIB) appeals of findings, all Faculty Policies and Procedures Chapter 8 and 9 matters, and research misconduct matters that come before the Provost. Incumbent in this new role will manage sensitive matters, working under the direction and support of the Provost's Chief of Staff and the Vice Provost for Faculty and Staff Affairs. Work requires careful organization of prior records and current matters.
The individual who assumes this position must have the ability to manage complicated, sensitive personnel cases, working collaboratively to resolve matters in an expedient manner. In addition to the responsibilities described above, the incumbent may contribute to campus-level process improvement efforts across a number of areas that touch upon their duties, including assisting in the development and delivery of training, and engaging in policy development and planning in collaboration with colleagues from a number of central administrative offices, as well as with those in schools, colleges, and divisional units. Other responsibilities related to these duties and to the administrative needs of the Office of the Provost may be assigned as workload permits.


Responsibilities:
Provides support and management for the institution's employment relations program. Provides consultation, drafts and updates policies and procedures, develops and presents training modules, hears grievances, manages appeals, recommends remedies for disputes, and establishes strong business partnerships.
  • 5% Advises employees, supervisors, managers, and human resources staff regarding sensitive employee relations matters and documents activities according to established polices and procedures while ensuring institution-wide consistency in application of situational outcomes
  • 20% Collaborates with university stakeholders on employee/employment relations matters, including matters that overlap with their offices and/or areas of specialty
  • 15% Consults with employees, employee representatives, supervisory staff, and various campus offices seeking information and advice regarding a variety of employment relations issues, provides information and advice, and assists in resolution of the issue to the extent required
  • 5% Collaborates with governance groups and campus stakeholders regarding the development and administration of policies, procedures, and appeals related to employment relations issues
  • 20% Serves as a liaison to internal and external campus stakeholders regarding employee relations issues
  • 5% Develops policies aligned with campus objectives and institutional employee relations strategies, and guides employees and divisions through employment relations policies and procedures
  • 10% Guides divisions in grievance issues, employee disciplinary transactions and terminations, performance management, and workplace leave matters. Hears and adjudicates grievances and manages appeals
  • 15% Other responsibilities related to these duties and to the administrative needs of the Office of the Provost will be assigned.
  • 5% Draft correspondence and decisions.

Tasks:
  • Manage case intake and record-keeping of Office of Compliance (OC) decisions involving employees, ASAC recommendations, HIB appeals of findings, research misconduct, and all FPP appeals and/or personnel matters that come before Provost/VC AcadAffairs
  • Work with the Provost's chief of staff and the Vice Provost for Faculty and Staff Affairs to manage the Provost's Office process involving FPP Chapter 9 misconduct matters, e.g. ID possible investigators, draft correspondence, manage records, etc.
  • Assist in the scheduling of meetings and serving as a liaison among the various offices involved in each case
  • As needed, review appeals, evidence and recommendations with the Vice Provost for Faculty and Staff Affairs, Provost's Chief of Staff, and Provost, and draft preliminary decisions.
  • Consult with attorneys in the Office of Legal Affairs (OLA), as appropriate. Must ensure a thorough review process and final sign-off before issuing decisions.
  • Work closely with OLA, OC, Office of Human Resources, Office of Research Compliance, other central offices, shared governance offices, and S/C/D leadership to ensure optimal coordination, communication to all parties, and efficient practices.
  • Serve as point of contact for Provost's Office with employing units, admin offices listed above, respondents, appellants and grievants to provide information and answer process related questions as appropriate.
  • Work with colleagues to analyze patterns and trends in cases, and help to develop and deploy training and information sessions for faculty, staff and leaders on relevant topics.
  • As needed, serve on committees, and attend meetings, representing the interests of the unit.
  • Handle other duties as assigned by the Provost's Chief of Staff, the Vice Provost for Faculty and Staff Affairs, and the Provost.

Qualifications:

Required Experience
- Experience working in an administrative role at an institutional or division level managing a large and complex workload.
- Experience handling personnel matters involving the application of institutional, federal, state or local policies and procedures.
- Administrative experience working collaboratively with colleagues to accomplish shared goals.
- Evidence of an ability to work both independently and as a member of a team in handling sensitive personnel matters.
- Demonstrated ability to take initiative and ask questions to address unique work tasks.
Preferred Experience
- Experience as an administrator in a research-intensive higher education setting.
- Experience analyzing investigative reports, personnel records and other related documents and drafting personnel decision and/or correspondence involving personnel decisions, with experience reviewing and/or re-writing drafts in collaboration with others.
- Experience designing and/or managing records and databases that are utilized by multiple team members.
- Demonstrated understanding of employment categories, titles, and policies, as well as a demonstrated understanding of the range of duties handled by faculty and academic staff.

This position may require some work to be performed in-person, onsite, at a designated campus work location. Some work may be performed remotely, at an offsite, non-campus work location.
