As the Supervisory Integrated Resource Program Manager, major duties include:

  • Provides leadership and directs comprehensive and intricate program of resource management activities that may involve sensitive and complex matters.
  • Serves as direct report and resource advisor to Park Superintendent.
  • Plans, develops, and implements natural and cultural resources projects based on evaluation of park needs.
  • Coordinates development and reviews for park compliance, i.e., National Environmental Policy Act (NEPA), section 106 National Historic Preservation Act (NHPA), Tribal Consultation etc.
  • Supports Park mission and coordinates and supports work with other division managers.

This is a temporary assignment not to exceed one year but may be extended up to four years. It may also be made permanent without further competition at management's discretion. You may be returned to the position from which you were temporarily promoted or detailed to at any time.

Government housing and TDY expenses will be provided for the duration of the temporary promotion/detail if the selectee is qualified.

What is a temporary promotion? A temporary promotion is a temporary assignment of an employee to a higher grade and occupational series for which an employee is qualified. Upon completion of the temporary promotion, the employee returns to his/her official position and grade. Temporary promotion may be made permanent without further competition.

What is a detail? A detail is a temporary assignment of an employee to a different position for a specified period, with the employee returning to his/her regular duties at the end of the assignment. While on detail the employee continues to hold his/her official position from which detailed and keeps the same status and grade.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

The salary range does not include the current cost of living allowance (COLA) authorized for the following duty stations:

1.69% COLA -- Anchorage and Juneau

3.21% COLA -- Sitka

Pay is subject to annual review and adjustment.

Requirements Section continued:

  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Additional Information Section continued:

If the position becomes permanent, travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations.

Alaska currently does not have a state income tax.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. This temporary assignment will be filled as either a temporary promotion, or as a detail opportunity to the same, higher, or lower grade (See Duties Section for more information.)

BASIC REQUIREMENT:

To qualify for this position at the GS-12 grade level, you must possess at least one of the basic requirements for the Historian 0170 series, General Natural Resources Management and Biological Sciences 0401 series, or Archeologist, 0193 series as follows:

Historian, 0170 series:

Degree in history; or related field that included at least 18 semester hours in history. You must include transcripts.

OR

Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education. You must include transcripts and number of hours worked per week.

General Natural Resources Management and Biological Sciences, 0401 series:

Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must include transcripts.

OR

combination of education and experience: courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You must include transcripts and hours worked per week.

Archeologist, 0193 series:

Degree that included semester hours as described in Parts A, B, and C as follows:

(Part A) Bachelor or higher degree that includes 3 semester hours each in the following 5 course areas:

1) History of archaeology;

2) Archaeology of a major geographical area such as North America or Africa;

3) Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development;

4) Theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques;

5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work, AND

(Part B) I have taken six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND

(Part C) I have completed archaeological field school. You must include transcripts.

OR

Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school). You must include transcripts.

OR

Combination college-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education. You must include transcripts and hours worked per week.

OR

Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. You must include hours worked per week in your resume.

In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement.

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: planning and managing programs that provide long-term protection for resources; Experience with an organization or park's natural and cultural resources, including, but not limited to history, archeology, historic structures, ethnology, cultural landscapes, natural and cultural museum collections, archives, botany, wildlife biology, ecology, hydrology, and physical sciences; Reflect organizational priorities and policies by adhering to regulations, policies, guidelines and federal and state laws that relate to the preservation and protection of natural and cultural resources to assure program goals and objectives meet legal requirements; Plan and carry out complex, resource programs in a timely manner that are cost effective and efficient; Manage programs and administer budgets, contracts and personnel; Evaluate resource conditions to develop new techniques and methods when existing techniques are not satisfactory; Manage the collection and summation of data and accomplish data analysis through using data acquisition, analysis standards, methods and recording techniques; Follows guidelines, procedures and techniques required for the preservation, protection, exhibition, storage, cataloging, and research of natural and cultural specimens. You must include hours per week worked.
