The Intelligence Analyst- Human Trafficking works in the Maryland Coordination and Analysis Center (MCAC) and supports public safety, government, and private sector customers by identifying, creating and sharing relevant and actionable intelligence and information, through assessments, bulletins, briefings and/or investigative support.  The analyst will also review, organize, and analyze all human trafficking related crimes, including, but not limited to trends, and their respective patterns. This will entail analysis of investigative case files to identify uncovered areas of investigation and possibly identify new leads for follow-up investigation. In addition to analytical responsibilities, the analyst conducts liaison and outreach activities that require strong interpersonal skills to develop lasting relationships throughout the federal, state and local law enforcement communities and private sector entities as they relate to human trafficking activity. The Intelligence Analyst – Human Trafficking supports the Criminal Investigative Support, Antiterrorism, and Watch Divisions with a focus on human trafficking or other criminal related activities. This position will be responsible for providing and coordinating training, outreach, and coordination as it relates to crime with a specific focus on human trafficking related crimes and activities.  The Analyst will oversee all planning and implementation strategies to align the work of human trafficking services providers, Non-Government Agencies, law enforcement and criminal justice in Maryland.

**Due to the nature of the work in this position, the candidate may be required to pass a drug screening test and must possess (or be able to obtain) a government-issued top secret security clearance and pass a criminal background check.

**Employee may be required to work outside of normal duty hours during significant or special events and during crises or high-level investigations related to terrorism or criminal activities.

Key Functions/Responsibilities/Tasks

Threat and vulnerability analysis investigative case support, and reporting:  

• Research, compile, organize, and analyze intelligence and information and produce assessments, bulletins, maps, charts and specialized reports to assist law enforcement, homeland security, government and private sector customers in securing and protecting persons, infrastructures or organizations.  

• Evaluate information and intelligence products from local, regional, national and international reporting for dissemination to public safety partners.  

• Prepare graphs, charts, maps and other illustrative products for visual presentation of data to customers.  

• Identify and research intelligence needs/trends/patterns related to human trafficking activities and organizations.  

• Provide full support to all facets of local, state and federal information and intelligence sharing initiatives related to human trafficking.  

• Supports and assists detectives and prosecutors directly in the compilation and analysis of case specific information to more effectively reach law enforcement objectives.  

• Prepares oral briefings, written reports, and/or supporting and illustrative narrative and statistical material in the form of charts, tables and graphs, and develops recommendations in a detailed factual format to be used by law enforcement agency management and field.  

• Evaluates and analyzes criminal intelligence information to predict the capabilities, intentions and vulnerabilities inherent in specified areas of expertise and makes recommendations for investigative strategies.

Liaison/Outreach Activities

• Establish trusted relationships with appropriate federal, state, local, and non-governmental entities to facilitate information sharing necessary to support MCAC’s Human Trafficking Initiative (HTI).

• Provide analysis and insight to senior public safety officials and other policymakers related to issues of HTI.

• Provide insight and information to support appropriate federal, state, local, and non-governmental entities in the evaluation and development of Human Trafficking prevention activities and initiatives.

• Partner with other state, local and federal government agency outreach, liaison and investigative, liaison, outreach and training programs

• Develop briefing and outreach materials supporting the mutual sharing of information and to include Suspicious Activity Reporting (SAR). 

• Coordinating trainings and partnerships to develop and establish effective communication among anti-human trafficking stakeholders

• Maintain coordinated databases of resources for all stakeholders 

• Increasing awareness about the prevalence of human trafficking in Maryland

• Work with all stakeholders to include service providers and public safety agencies to identify intelligence gaps

• Represent MCAC in meetings with high level officials related to anti-human trafficking efforts

• Leading and representing agency equities at interagency working groups and committees and conferences.

Knowledge, intelligence, and information management 

• Establish and subsequently maintain subject knowledge expertise as it is associated with a specific group or topic related to crime and firearm crime intelligence.  

• Manages the collection of information and monitors trends in specified areas of expertise within the State of Maryland and the Mid-Atlantic region.  

• Data entry associated with the utilization of local, regional and national intelligence databases, to ensure correct and timely sharing of information with local, state and federal law enforcement agencies.

• Coordinates the exchange of interstate and intrastate information about specified areas of expertise and availability within the State of Maryland and the Mid-Atlantic region and exercises independent judgment to ensure that accurate and reliable information is disseminated.  

• Edits raw data and evidence for accuracy, completeness and consistency to recommend appropriate investigative action.  

• Develops and promotes intelligence sources to maintain the exchange of pertinent information among law enforcement agencies.  

Other duties as assigned

• When needed Staff the State Emergency Operations Center (SEOC) or other agency during an activation to provide a liaison between the MCAC and other state agencies in an event, incident, disaster, or exercise

• Support analytic needs of other divisions of MCAC as needed

• Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures.

• Participate in and/or lead conference sessions related to human trafficking.

Required Education and Experience

Education: Baccalaureate degree or higher in sociology, intelligence, criminal justice, or a closely related field. 

Experience: Four years of full-time analytic experience in one of the following fields: victim services, law enforcement, criminal justice or advocacy.

Preferred Education and Experience

Education:  Master’s degree or higher in intelligence, communications, sociology, psychology, criminal justice, or closely related field. 

Experience:  Five years of experience in the field of Human Trafficking services and/or prevention including prior experience with, demonstrated commitment to, developing and implementing a collaborative approach to addressing the complex needs of trafficked victims.

Required Knowledge, Skills and Abilities

• Knowledge of classified and open source research and data analysis methods and techniques, Support investigation with source management. 

• Telephone toll analysis

• Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. 

• Experience working with Arc GIS Mapping, Pen Link or i2 analytical software

• Familiarity with statistical analysis using Python, R, and/or other high order functions

• Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint)

• Ability to communicate effectively orally and in writing to a wide range and number of audiences

• Experience working with federal, state and local law enforcement databases

• Ability to work extended hours as necessary.  

• Knowledge of the Intelligence Cycle and Criminal Investigations

• Knowledge in the collection, analyzing, and dissemination of criminal intelligence information

• Ability to research a voluminous number of databases to identify trends or patterns 

• Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations

• Ability to understand and follow directives, instructions, and standard operating procedures
