The Hate Crimes Intelligence Analyst serves as the Hate Crime Threat Specialist in the Maryland Coordination and Analysis Center (MCAC) and supports public safety, government, and private sector customers by identifying, creating and sharing relevant and actionable intelligence and information, through assessments, bulletins, briefings and/or investigative support. The analyst will also review, organize, and analyze all crimes related to terrorist activity and extremist threat groups, including, but not limited to trends, and their respective patterns. Identify risks and potential threats for strategic and tactical event-based threat assessments warning of violent extremist activity and promoting officer safety.  Responsible for maintaining specialized current event awareness as well as knowledge of tactics, techniques, and procedures for identified extremist and terror groups.

**Due to the nature of the work in this position, the candidate may be required to pass a drug screening test and must possess (or be able to obtain) a government-issued top secret security clearance and pass a criminal background check.

**Employee may be required to work outside of normal duty hours including weekends and holidays or on call during outages, upgrades, significant or special events and during crises or high-level investigations related to terrorism and criminal activities.

**Employee works in an office environment and must be able to stand, bend, and squat; able to lift and move up to 25 lbs. as it pertains to files, supplies, personal office equipment, computers, etc.

Key Responsibilities:

 Analytic Activities

• Review, organize, and analyze all activity to identify and maintain awareness of current and emerging groups, ideologies, events, and movements active in Maryland and surrounding jurisdictions.

• Identify and maintain awareness of current and emerging tactics, techniques, and procedures associated with hate bias incidents, hate crimes and domestic violent extremism including common targets, recruitment methods, fundraising, etc.

• Develop products and briefings that communicate the threat(s) posed by domestic violent extremists to the State of Maryland.

• Develop products and briefings for public safety and critical infrastructure customers highlighting potential indicators of activity to encourage reporting of suspicious activity

• Collaborate with public safety agencies focused on hate/bias reporting to determine potential links between hate/bias incidents and domestic violent extremist activity

• Contribute to quarterly and annual assessments relaying the threats, vulnerabilities, consequences, and overall risk originating from domestic violent extremist activities and organizations.

• Coordinates with all other MCAC units and divisions and external partners to develop tactical and strategic intelligence products

• Conduct research using open and sensitive sources to identify potential domestic terrorism threat actor(s) and organizations present in Maryland

• Prepare graphs, charts, maps and other illustrative products for visual presentation of data to customers

• Identify and research intelligence needs/trends/patterns related to customer needs. 

Liaison/Outreach Activities 

• Establish trusted relationships with appropriate federal, state, local, and non-governmental entities to facilitate information sharing necessary to support MCAC’s DVE analysis.

• Provide analysis and insight to senior public safety officials and other policymakers related to issues of domestic violent extremism prevention.

• Provide insight and information to support appropriate federal, state, local, and non-governmental entities in the evaluation and development of Hate Crime or extremism prevention activities and initiatives.

• Collaborate with appropriate federal, state, local, and non-governmental entities to develop Hate Bias Incident, Hate Crime and DVE-specific key intelligence questions (KIQs) and standing information needs (SINs) for the State of Maryland.

• Partner with other state, local and federal government agency outreach, liaison and investigative, liaison, outreach and training programs

• Develop briefing and outreach materials supporting the mutual sharing of information and to include Suspicious Activity Reporting (SAR). 

Other duties as assigned

• When needed, staff the State Emergency Operations Center (SEOC) or other agency during an activation to provide a liaison between the MCAC and other state agencies in an event, incident, disaster, or exercise 

• Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures.

• Participate in and/or lead conference sessions related to counter terrorism

Required Education and Experience

Education: Baccalaureate degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field.

Experience: Four years of criminal, terrorism, investigative, law enforcement or hate crime or extremism experience.

Preferred Education and Experience

Education: Master’s degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field. 

Experience: Five years of experience in conducting outreach, liaison, training, analysis and reporting Hate Crime and extremism.  

Required Knowledge, Skills and Abilities

• Knowledge of classified and open-source research and data analysis methods and techniques

• Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. Experience working with Arc GIS Mapping, Pen Link or i2 analytical software

• Familiarity with statistical analysis using Microsoft Excel or SSPS software

• Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint)

• Ability to communicate effectively orally and in writing to a wide range and number of audiences

• Experience working with federal, state and local law enforcement databases

• Ability to work extended hours as necessary.  

•     Knowledge of the Intelligence Cycle and Criminal Investigations

•     Knowledge in the collection, analyzing, and dissemination of criminal intelligence information

•     Ability to research a voluminous amount of databases to identify trends or patterns 

• Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations

•     Ability to effectively communicate both in oral and written form

•     Ability to understand and follow directives, instructions, and standard operating procedures
