ORGANIZATIONAL SUMMARY:

USF’s Office of Administrative Services (OAS) is made up of the dedicated people who keep our campus, the equivalent of a medium-sized city, moving forward. This team delivers essential services across USF’s multiple campuses and locations that together total 11 sites, 1,646 acres, 350 buildings, and 12.8 million gross square feet. With responsibilities that include land use and planning, construction and development, maintenance and utilities, custodial and grounds services, parking and the Bull Runner bus system, environmental health and safety, university police, and emergency management; the OAS team has a wide-reaching impact that touches nearly every aspect of the University of South Florida community in support of the university’s mission and strategic plan.

On USF’s Tampa campus, the OAS team performs a broad scope of services that includes processing and completing over 45,000 work orders annually, providing custodial and maintenance services for 83 buildings totaling 4.5 million square feet, managing over 350 construction and renovation projects each year, providing utilities services for 350 buildings totaling 12.8 million square feet, maintaining 20,500 parking spaces across 93 surface lots and 4 garages, operation and maintenance of a fleet of 26 buses, and performing grounds care of 500 acres of space.

USF Environmental Health and Safety (EH&S) implements policies, procedures and programs designed to protect life, property, and the environment. EH&S promotes a culture of safety by advancing adherence to the principles of safety, environmental compliance, and risk management, and assists the university community in achieving positive outcomes through education, hazard assessment, exposure mitigation, and the responsible management of hazardous materials.

  
POSITION SUMMARY:
Direct, develop, and coordinate the University-wide implementation of integrated risk management, loss prevention, insurance, and claims programs or processes.  Assess the potential for loss to the University and consult with leadership on the appropriate management/mitigation of such risks. Plan and develop in conjunction with State of Florida Risk Management information systems and data in support of insurance claims and policy management.  Plan and implement directions, strategies, and procedures for meeting department goals, and serve as principal point of contact and liaison with internal and external constituencies on risk, insurance, and claims functions.  Promote enterprise risk practices and coordination between University safety, financial, and human resources departments to prevent loss and reduce risk.  Oversee the procurement and management of statutory self-insurance and select specialty insurance programs.  Provide investigation support to the State of Florida in claims against the University and participate in the review of all litigation. Review and analyze data and devises risk minimization programs.
RESPONSIBILITIES:
Insurance Policy Administration and Management - Directs and oversees the planning, development and administration of all insurance (State Property/Casualty Insurance and optional coverage) related activities of the University of South Florida system.  Develops and maintains accurate University real property inventory for insurance and premium development purposes. Satisfies value-reporting requirements for State and Insurance contacts.  Coordinates payment of insurance premiums on all statutory and optional policies, which involves the collection of funding information from participating budget entities and departments within statutory deadlines.  Provides consultation and research support for multitude of insurance policies and provides assistance in the procurement and administration of policies not offered by the State program.
Risk Consultation/Support - Responsible for risk/liability identification, analysis and mitigation within the University. Advises areas of the University on their potential risks and works with Departments to provide solutions and appropriate risk control.  Integrates various risk management programs and associated procedures to mitigate University losses.  Recommends, participates in the development of, and implements related University programs, procedures, and policies; advises applicable University entities on risk management issues related to facility design and construction.  Provides support to Purchasing and General Counsel regarding contract review in relation to insurance requirements and indemnity language in compliance with State regulations.  Represents the Department and the University in relation to liability/risk management programs to various institutional constituencies, as well as externally to corporations, government agencies, and other colleges and universities, as appropriate.
Claims Administration - Responsible for the management and resolution of risk-related claims and litigation, including the investigation of the loss and identification of appropriate correction measures. Represents the University at mediation and court hearings, as required.  Acts as the liaison and information coordinator between claimants, applicable University representatives, adjusters, attorneys and insurance companies in relation to all insurance claims and associated litigation, if applicable.  Coordinates the recovery of funds when our property is damaged by another party or by a natural occurrence.  Reviews all System related claims data to identify trends and areas for risk mitigation. Provides training to departments as needed in order to reduce University exposures.
Disaster Related Loss Mitigation - Coordinates with University stakeholders and the State Division of Risk Management regarding all aspects of disaster related liability exposure, loss mitigation, property protections, recovery of funds, and associated issues.  Acts as the primary liaison between FEMA and the University System.
Other - Serves on the University Safety Committee as the Secretary and provides Subject Matter Expert related guidance regarding the meeting agenda, discussion of identified safety/injury concerns, claims trends, and associated risk mitigation. Supports the EH&S team by assisting with special projects or other duties as assigned by the Associate Director and/or Director of EH&S.
POSITION QUALIFICATIONS:
MINIMUM:
A bachelor's degree in an appropriate area of specialization and two years of insurance or risk management experience. A Master's degree may substitute for one year of the required experience.
PREFERRED:
Master's Degree and three years of insurance claims experience. Successful candidate will have intermediate to advance proficiency with MS Word and Excel.
