Job Summary
 

Under the management of the Executive Director of Finance and Business Services, the Associated Director, Human Resources and Strategic Planning will help lead human resource and strategic planning efforts for Facilities Services. This includes strategizing, creating and implementing department-wide policies and practices to guide managers/directors and their staffs. The Associate Director, Human Resources and Strategic Planning will work collaboratively with members of the department to facilitate an employment environment that fosters strong motivation and performance, as well as, drive strategic priorities forward to achieve Facilities Services (FS) vision of a “national model of excellence” in the areas of Capital Projects Delivery, Finance and Business Services, Operations, and Planning and Sustainability.  S/he will lead project teams and develop close working relationships with departmental staff who implement policies and support the short and long range strategic planning efforts as directed.

Responsibilities

  • Lead human resources administration and strategic planning for Facilities Services to include workforce and organizational planning, compensation, recruitment, retention, performance management, employee and labor relations, and training for departmental staff. Create departmental policies and guidelines to comply with University guidelines and federal, state, and local laws.

  • Counsel senior leadership, management, and staff on human resource issues, practices, inquiries. Serve as the department's primary liaison with University and central human resources staff and legal counsel in matters related to human resources. Consult with senior leadership team on department of organizational needs and design/ facilitate team development interventions. Direct business insight through data analysis to drive successful outcomes.

  • Manage full cycle recruitment functions and workforce planning activities including job evaluation, position control analysis, sourcing candidates, conducting interviews and reference checks. Establish and implement talent acquisition plans, recruitment goals and metrics. Ensure updated recruitment practices for all positions, creating best interviewing practices, diversity strategies, and forming professional partnerships with managers, businesses, associations and communities. Coordinate all new hire procedures and on boarding activities.

  • Administer the labor relations program for department through negotiating, interpreting and administering collective bargaining agreements. Handle and respond to grievances related to wages and salaries, union and management practices, and other contractual provisions. Advise on application and interpretation of labor policies and practices. Lead labor management meetings to investigate and resolve issues. Implement performance improvement initiatives geared toward bargaining unit members.

  • Oversee the coordination of University leave programs including FMLA, Worker's Compensation, and Short & Long Term Disability. Counsel staff the about rights and responsibilities under the various programs and work with managers and staff to ensure adequate understanding and appropriate usage of leave programs. Process and provide timely notification and communication with employees and supervisors regarding leaves and absences. Facilitate the interactive ADA accommodation process.

  • Develop, implement, and manage departmental initiatives and programs to enhance and increase motivation, enthusiasm and performance. Oversee training, professional development, employee recognition, and departmental celebrations to reinforce a positive working environment throughout the department.  Consult with supervisors to develop proactive staff training plans that help employees maintain and improve their job skills, and possibly prepare for jobs requiring greater skills.

  • Drive and manage strategic organizational priorities and identify departmental implications. Ensure the development and implementation of strategies that help the department achieve its mission, vision, culture, values, and strategic priorities. Prioritize the department's initiatives with University campus partners and stakeholders.

  • Ensure executives are strategically, thoughtfully, and thoroughly prepared for meetings; identifying the key priorities for each meeting, compiling necessary data, information and other materials that will assist in reaching those priorities.

  • Align departmental effectiveness through organizational synergies and cross-unit collaboration.

  • Perform needs assessment enhance the effectiveness of performance in achieving individual and organizational goals and objectives.

  • Facilitate communication among employees and management; guide leadership and employees on problem solving and dispute resolution. Leverage and implement change management methodologies to achieve department strategies and objectives.

  • Manage all data within the human capital management system, Workday, and ensure all employment transactions are timely processed. Oversee time and attendance corrections for FS.

  • Serve as the department's primary liaison with University and university human resources staff, affirmative action, and legal counsel in matters related to human resources practices.

  • Advises unit management and professional staff on the strategy of the unit and on federal, state and local employment laws and regulations.

  • Represents the unit in grievances, complaints, or legal issues, and works with the appropriate University offices to coordinate resolutions.

  • Performs other related work as needed.


Minimum Qualifications
 

Education:

Minimum requirements include a college or university degree in related field.
