Information Support and Release Specialist (Part-Time)

Overview:  

We are seeking an Information Support and Release Specialist to assist the organization in its public release and records management operations. This position resides in the Office of Integrated Performance Management in the Information Support and Release Services group at Oak Ridge National Laboratory (ORNL).  

 

This position will be part time (up to 32 hours) and will primarily help support record requests and release for the Department of Energy’s (DOE’s) Energy Employees Occupational Illness Compensation Program Act (EEOICPA) and provide backup to ORNL’s EEOICPA Program Coordinator.  As needed, the specialist will also assist with other information release and records functions of the organization.

Major Duties/Responsibilities: 

  • Coordinate record requests or inquiries with relevant and multiple record holders.
  • Compile and review voluminous record responses.
  • Ensure compliance with applicable DOE Orders, lab-wide procedures, statutes, and regulations, including, but not limited to—
    • DOE Orders 206.1, “DOE Privacy Program”
    • DOE Orders 471.7, “Controlled Unclassified Information”
    • DOE Order 243.1, “Records Management Program”
    • 36 Code of Federal Regulations, Chapter 12, Subchapter B “Records Management
    • EEOICPA
  • Review, identify, protect, and appropriately redact personal information or personally identifiable information (PII) and other sensitive information in accordance with applicable requirements.
  • Identify and ensure reviews have been addressed, as required, related to classified subject areas, statutes, or other subject matters related to sensitive or protected categories of information.
  • Evaluate and track performance related to EEOICPA record requests and releases and other public release metrics to develop reports and other communications related to organizational progress.
  • Assist in the development of procedures, guidelines, and other instructions for program-specific purposes and lab-wide audiences.
  • Provide customer support and interact with a team of subject matter experts at the Public Release Center to respond to public release and information protection needs of ORNL staff.
  • Support records staff with key functions to include the management of inactive records, record shipments to the Federal Records Center, record retrieval and dispositioning, and assistance to staff with electronic records. 
  • Assist Freedom of Information Act and Privacy Act Record Program coordinators as needed in responses to record requests.

 

Basic Qualifications:

  • BS degree with up to two years of experience in records management, information reviews, or requests from customers or members of the public.
  • Ability to obtain and maintain a Q clearance which requires US Citizenship

 

Preferred Qualifications:

  • Familiarity in handling sensitive information
  • Ability to troubleshoot and provide solutions to problems.
  • Strong verbal and written communication skills.
  • Experience in work governed by federal, state, or local regulations or requirements.
  • Demonstrates ability of interpreting requirements and producing procedures, instructions, or other directions used in an organization.
  • Demonstrated ability to be detail-oriented and perform with a high-level of accuracy.
  • Excellent organizational and time management skills with emphasis on ability to meet complex deadlines.
  • Proficient in Adobe Acrobat or comparable portable document format software, as well as experience in Microsoft SharePoint.
  • Ability to work independently and show competence in managing complex tasks or projects.

 

Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

 

HSPD-12 PIV badge: This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
