Job Location: Remote or Adelphi Maryland

University of Maryland Global Campus (UMGC) is seeking an Information Security Director. The Information Security Director is a critical member. The information security director role is to act as an interface between the VP of Information Security's strategic and process-based activities and the work of the technology-focused analysts, engineers and administrators in the IT organization (AccelerEd). The Information Security Director must be able to translate the IT-risk requirements and constraints of the business into technical control requirements and specifications, as well as develop metrics for ongoing performance measurement and reporting. The information security director helps coordinate the IT organization's technical activities to implement and manage security infrastructure, and to provide regular status and service-level reports to management.

SPECIFIC RESPONSIBILITIES INCLUDE:

Strategic Support:

  • Work with the VP of Information Security to develop a security program and security projects that address identified risks and business security requirements. Manage the process of gathering, analyzing and assessing the current and future threat landscape, as well as providing the VP of Information Security with a realistic overview of risks and threats in the enterprise environment. Monitor and report on compliance with security policies, as well as the enforcement of policies across the University. Propose changes to existing policies and procedures to ensure operating efficiency and regulatory compliance.
  • Work as a liaison with vendors and the legal and procurement departments to establish mutually acceptable contracts and service-level agreements.
  • Manage production issues and incidents, and participate in problem and change management forums.
  • Work with various stakeholders to identify information asset owners to classify data and systems as part of a control framework implementation.
  • Serve as an active and consistent participant in the information security governance process.

Security Liaison:       

  • Work as a liaison with vendors and the legal and procurement departments to establish mutually acceptable contracts and service-level agreements.
  • Manage production issues and incidents, and participate in problem and change management forums.
  • Work with various stakeholders to identify information asset owners to classify data and systems as part of a control framework implementation.
  • Serve as an active and consistent participant in the information security governance process.
  • Work with the VP and Information Security and IT and business stakeholders to define metrics and reporting strategies that effectively communicate successes and progress of the security program.
  • Provide support and guidance for legal and regulatory compliance efforts, including audit support.

Operational Support:

  • Consult with AccelerEd IT and security staff to ensure that security is factored into the evaluation, selection, installation and configuration of hardware, applications and software.
  • Recommend and coordinate the implementation of technical controls to support and enforce defined security policies.
  • Working with AccelerEd research, evaluate, design, test, recommend or plan the implementation of new or updated information security hardware or software, and analyze its impact on the existing environment; provide technical and managerial expertise for the administration of security tools.
  • Coordinate, measure and report on the technical aspects of security management.
  • Working with AccelerEd manage outsourced vendors that provide information security functions for compliance with contracted service-level agreements.
  • In coordination with AccelerEd review and assess operational components of incident management, including detection, response and reporting.
  • Maintain a knowledgebase comprising a technical reference library, security advisories and alerts, information on security trends and practices, and laws and regulations.
  • In coordination with AccelerEd assess the day-to-day activities of threat and vulnerability management, identify risk tolerances, recommend treatment plans and communicate information about residual risk.
  • Manage security projects and provide expert guidance on security matters for other IT projects.
  • Assist and guide the disaster recovery planning team in the selection of recovery strategies and the development, testing and maintenance of disaster recovery plans.
  • Ensure audit trails, system logs and other monitoring data sources are reviewed periodically and are in compliance with policies and audit requirements.
  • Design, coordinate and oversee security testing procedures to verify the security of systems, networks and applications, and manage the remediation of identified risks.

REQUIRED EDUCATION & EXPERIENCE:

  • Bachelor's degree in information systems from an accredited Institution of higher learning.
  • Seven to ten (7-10 years) of relevant experience.
  • Strong leadership skills and the ability to work effectively with business managers, IT engineering and IT operations staff.
  • The ability to interact with UMGC and AccelerEd staff, build strong relationships at all levels and across all business units and organizations, and understand business imperatives.
  • A strong understanding of the business impact of security tools, technologies and policies. Excellent verbal, written and interpersonal communication skills, including the ability to communicate effectively with the IT organization, project and application development teams, management and business personnel
  • In-depth knowledge and understanding of information risk concepts and principles as a means of relating business needs to security controls
  • An excellent understanding of information security concepts, protocols, industry best practices and strategies.
  • Experience working with legal, audit and compliance staff.
  • Experience developing and maintaining policies, procedures, standards and guidelines.
  • Experience with common information security management and cybersecurity frameworks.
  • Strong project management skills and experience in creating and managing project plans. Proficiency in performing risk, business impact, control and vulnerability assessments, and in defining treatment strategies.
  • Knowledge of and experience in developing and documenting security architecture and plans, including strategic, tactical and project plans.
  • Strong analytical skills to analyze security requirements and relate them to appropriate security controls.
  • An understanding of operating system internals and network protocols.
  • Familiarity with the principles of cryptography and cryptanalysis.
  • Experience in application technology security testing (white box, black box and code review). Experience in system technology security testing (vulnerability scanning and penetration testing).

Knowledge, Skills, and Abilities:

  • Strong analytical and problem-solving skills to enable effective security incident and problem resolution.
  • Proven ability to work under stress in emergencies, with the flexibility to handle multiple high-pressure situations simultaneously.
  • Ability to work well under minimal supervision.
  • Strong team-oriented interpersonal skills, with the ability to interface effectively with a broad range of people and roles, including vendors and IT-business personnel.
  • Strong written and verbal communication skills.
  • Strong customer/client focus, with the ability to manage expectations appropriately, provide a superior customer/client experience and build long-term relationships.
  • Experience in developing, documenting and maintaining security procedures

PREFERRED EXPERIENCE:

  • MBA or an MA in information security, cybersecurity, computer science, or a related field.
