Department Description

Department Purpose            

Manage Metro Cluster’s (& extended units) information technology planning and support activities, actively seeking ways to leverage the integration of business processes with applicable emerging information technologies in order to improve and streamline operations and services in the most efficient and cost-effective manner. Develop short- and long-range plans for computing systems and networking within the department as well as throughout the College of Agriculture and Environmental Sciences.

Under supervision of the CAO and direction from the Chair and IT committee, provide high level technical oversight, strategic technology planning, and analytical support to the Metro Cluster which encompasses 3 departments (Land, Air & Water Resources, Environmental Toxicology, Wildlife, Fish & Conservation Biology), specialty computer labs, and multiple remote research facilities in the College of Agricultural and Environmental Sciences (CAES) as well as other departments and research units outside CAES. Understand program and business process trends and issues, identify the practical implications of new technologies, and relating technical capabilities to business and program goals. Manage, plan, staff, organize and monitor the implementation and operations of Metro’s central information systems, and develop the department’s strategic technology plan. Lead and coordinate technology and information systems matters; identify associated priorities and opportunities; determine, develop and implement technology-related policies, plans, and operational procedures. Lead, coordinate and identify risks to determine, develop and implement technology-related policies, plans and operational procedures to assure the protection, confidentiality, integrity, and availability of institutional information and IT Resources. Coordinate with other departments, as well as colleges throughout the campus on developing robust infrastructure to meet departmental and campus needs.

QUALIFICATIONS

 

Required:

 

Minimum Education/Experience

  • Experience managing and leading the security and stability of a large-scale complex computing environment comprised of Windows server running Hyper-V, file, and print services, endpoints including Windows/Linux/MacOs computers, iOS/Android mobile devices, network printers as well as pfSense firewalls, hosted managements systems for DHCP, antivirus, vulnerability scanning and centralized backups and VPN services.

 

  • Experience assessing security status, mitigating risks, remediating vulnerabilities, and performing vendor risk assessments for hardware, software, and hosted systems that may require high availability and/or involve data requiring a high level of protection.

 

  • Experience with researching, justifying, budgeting, designing, implementing, and managing complex IT systems and services in an environment with limited resources, numerous policy compliance and regulation obligations, and a varying budget while using the ability to analyze issues and information, recognize potential impact, and identify alternative, cost-effective solutions.

 

  • Experience managing IT services in an environment with at least hundreds systems and users along with experience in recruiting, training, managing, and evaluating personnel.

 

  • Knowledge of the ITIL framework along with experience supporting core ITIL principles to manage IT services including implementing and using an incident management system, change management, asset management, creating a service catalog, aligning services with the business needs of the organization, ensuring sustainability of services to be deployed, knowledge management through documenting solutions and procedures, and a commitment to using performance metrics to support continuous service improvement.

 

Minimum Knowledge, Skills, and Abilities (KSA)

  • Management skills to establish team work priorities based on business need, meet deadlines, and complete multiple simultaneous tasks with frequent interruptions along with the ability to tactfully address responsible and sustainable use of shared IT services, staffing and resources as well as analytical skills to address security issues strategically and tactfully with users including explaining justification for security policies and guidelines.

 

  • Programming skills to pull and merge data from a variety of data sources and generate reports and write queries and scripts for system management tasks, databases, and IT budget analysis and planning.

 

  • Communication skills including writing and analytical skills to prepare reports and technical and training documents; interpersonal skills to work effectively

 

 

Preferred:

Preferred Education/Experience

  • Bachelor’s Degree in related area and/or equivalent experience. (2-5 years of experience managing an IT organization)

 

  • Experience performing security reviews, providing potential mitigation steps to reduce risk with limited impact on productivity, and performing vendor risk assessments for hardware, software or hosted systems associated with complex laboratory systems that require high availability due to length of analysis and/or use of time-sensitive biological samples OR involving potentially sensitive human health data with identifiers associated with human subjects in clinical studies OR animal facility management systems used for research or animal health and safety that may require high availability.

 

  • Experience with campus policies and systems used for system administration and web services such as ServiceNow, InfoBlox, the campus SSL VPN service, Mothra data feed, UConnect, CrashPlan, Aggie Desktop, campus VMP system/Tenable scanners, SiteFarm (Drupal), and Site Factory.

 

Preferred Knowledge, Skills, and Abilities (KSA)

  • Knowledge of legal issues and University policies associated with the use of information technology, security electronic communications, web services, system administration, data stewardship (including privacy and security), and the use of copyrighted material, software licensing, development, and distribution. Skills to teach non-technical personnel, respond to questions in layman’s terms and to interpret technical information.

 

  • Skills to provide IT leadership and support for special labs and facilities, including multiple remote research facility.

 

  • Skills to conduct hardware or software training sessions, oversee on-going training for IT staff.

 

  • Critical thinking skills to identify problems, analyze complex data and develop meaningful solutions; investigative skills to gather related information from diverse sources.
