Position Summary/Purpose of Position:
Position is responsible for general diagnosis and repair of central temperature control systems (air and water heating and cooling) for all campus residential communities and Fraternity Row facilities. In addition, the position will diagnose and perform service repairs to gas burners in the renovated Fraternity Row facilities.
This position is responsible for providing supervision and technical support for HVAC mechanics, steamfitters, plumbers, electricians, and other workers within the Electro-Mechanical trade. This includes oversight and evaluation of daily work and planning and execution of reactive and preventative maintenance programs completed by in-house crews throughout the year. Responsibilities will also include the assignment of crew activities, training, daily supervision, evaluation of the operations, and the performance of skilled and unskilled labor in the completion of scheduled maintenance and unscheduled tasks. The position is responsible for oversight of approximately 11 employees. This position is supervised by the Mechanical, Electrical, and Plumbing (MEP) Manager. The mechanical, electric, and plumbing shop is part of a larger Facilities Maintenance unit and is responsible for approximately 5000 service requests annually.
Minimum Qualifications:
Education:
High School Diploma or GED.
Experience:
  • Ten years progressively responsible experience in any combination of air conditioning, refrigeration, temperature control, steam fitting, stationary engineering, plumbing or heating trades.
  • Three years of this experience must have included the supervision of journey level mechanics in these trades.

Knowledge, Skills, & Abilities:
  • Comprehensive knowledge of the principles of air conditioning and refrigeration.
  • Knowledge of the practices and techniques used in the installation, repair and maintenance of HVAC equipment and systems.
  • Knowledge of refrigerant types, environmental impact, and gas reclamation procedures and equipment.
  • Thorough knowledge of OSHA regulations related to the refrigeration trade.
  • Knowledge of National Electric Code.
  • Knowledge of basic mathematics including area, volume, and weights and the practical application of fractions, percentages, ratios, and proportions.
  • Thorough knowledge of plumbing, steam fitting, and the electrical trades as they pertain to HVAC systems.
  • Skill in the installation, repair and maintenance of commercial or industrial HVAC equipment and systems.
  • Skill in the use and maintenance of tools and equipment of the trade; in welding, brazing, soldering, and silfoss.
  • Skill in reading and interpreting blueprints, schematics, drawings, specifications, and contract documents.
  • Skill in the use of dial indicators, vernier calipers, and depth micrometers.
  • Skill in using computers to diagnose HVAC system problems.
  • Ability to read and explain manufacturer recommendations regarding scheduled and preventive maintenance, servicing and operation.
  • Ability to prepare written reports.
  • Ability to communicate effectively both orally and in writing.
  • Ability to supervise and train HVAC Mechanics and other maintenance personnel in the HVAC trade.
  • Ability to program computers for HVAC system operations.
  • Ability to estimate costs of installing HVAC systems up to 100 tons.
  • Ability to work in, on, around, over and under fixed equipment and machinery.
  • Ability to work at heights up to 35 feet; to manipulate heavy equipment, tools and supplies and/or exert force up to 50 lbs.

Essential Duties and Responsibilities
Management and Planning 40%
  • Diagnose, test, repair, and replace components of central chiller systems for 14 air-conditioned Fraternity/Sorority Row buildings. In LaPlata Hall (with a 24.7-ton chiller), provide maintenance and repairs on circulating pumps and related equipment.
  • Supervise the journeyman-level maintenance personnel and seasonal employees and supervise the performance of the electrical and mechanical “Reflex” program in the manager’s absence.
  • Establish and communicate work assignments, performance expectations, and work standards for staff. Review work to ensure desired time and quality standards are maintained, evaluate work performance, instruct employees in the methods and procedures of their trades, and initiate disciplinary actions as needed.
  • Prepare long-range priorities and work schedules. Develop specific work priorities, work sequence, and weekly/monthly/yearly meeting schedules for scheduled maintenance campus-wide.
  • Comply with all policies, procedures, and safety guidelines mandated by the Department, University, and State. Ensure that all staff comply as well.
  • Ensure the work site and methods comply with OSHA and MOSH safety standards.

Coordination/Administrative 25%
  • Coordinate and schedule work with Facilities Management, including central controls management systems, refrigeration, plumbing, steam shops, and all Residential Facilities shops as needed.
  • Determine equipment and material requirements and assign staff to specific work assignments and projects.
  • Track and complete administrative tasks, including sign-off on staff time sheets; schedule tasks and meetings using an electronic calendar; prepare and track purchase requests; compose and edit correspondence and requested reports.
  • Performs test and balance procedures for air and hydronic heating systems in the high-rise residence halls on campus and makes required adjustments to ensure optimal system operation.
  • Tests and balances booster systems in high-rise buildings as required.
  • Maintains variable frequency drive applications on pumps and fans for the water booster systems in the campus high-rise buildings.

Communication/Leadership 20%
  • Develop and maintain regular and effective channels of communication with communication channels staff.
  • Ensure staff maintains contact as necessary with other Residential Facilities staff.
  • The incumbent will assist when needed during periods of understaffing and high workload, and the incumbent will be required to complete work orders, help with completing projects, and participate in summer transition activities, including removing bulk trash from buildings and collecting and storing valuable property.
  • Assure necessary materials and supplies are ordered, delivered, available for staff, and recorded.
  • Provide ongoing feedback to staff on their performance.
  • Create and maintain a safe work environment in accordance with the Department’s Injury and Illness Prevention Plan. Integrate safety into daily work activities. Provide appropriate personal protective equipment (PPE) and ensure its proper use. Report and investigate all safety incidents/injuries. Document all corrective actions.
  • Facilitate dual temperature (heat and AC) distribution systems and assist in the chemical balancing of a closed system (fraternity row facilities, LaPlata Hall).
  • Diagnoses problems and performs all water level adjustments in conjunction with chemical application performed by outside contractors.
  • Directs additional service requirements to the Department of Physical Plant or outside contractor.

Training 15%
  • Train staff in various work methods.
  • Diagnoses maintains and performs service repairs.
  • Tested and set up burner operation to provide proper fuel-to-air ratios.

We are screening against the preference for this position for 7-8 years of experience in various trades.

Physical Demands
  • May be required to exercise sustained physical activity in demonstrating or assisting in the completion of assigned maintenance and repair tasks.
  • As an essential services employee will participate in snow removal, to include shoveling for extended periods, loading and unloading of salt and supplies up to 50 lbs.
  • The incumbent will be required to work from ladders or scaffolding; to work in, on, around, over, and under fixed equipment and machinery; to manipulate heavy equipment, tools, and supplies; and/or exert force up to 70 lbs.
  • The incumbent is to work in hazardous or irritating environments and adverse weather or temperature conditions, wear and work in personal protective equipment, and work on a ladder up to 8 feet in height.
  • Work will involve repetitive motion. The incumbent will be required to inspect work, which may involve bending, stooping, walking, and climbing.
  • Will assist with/lead snow removal activities, which may require using snow removal equipment (tractors, snow blowers, shovels) and working outside in cold weather for extended periods.
  • The incumbent will require extended hours/overtime work due to weather emergencies, scheduled openings, and closings of the residence halls.
  • This position requires an onsite presence.
  • Some evening and weekend work may be required.
  • This position is an essential service position, incumbent is expected to report to work as requested, including overtime for openings, closings, major transitions, and emergencies, and perform general maintenance/clean-up tasks resulting from periods of inclement weather (i.e., snow, rain/hailstorms, hurricane, etc.).
