The Vice Chancellor for Finance and Operations is the principal finance and business officer of the University. Responsibilities include oversight of financial planning, budgeting, and management; treasury; general accounting; foundation and investment funds; facilities planning, construction, and operations; purchasing; police; health and safety; transportation and parking; auxiliary enterprises; and real estate operations. The Human Resources Service Center of Excellence (SCE) performs HR services for units and employees within the division and also for other University customers located outside of F&O.

This position is a member of a 14 person Service Center team (Finance and Operations Service Center of Excellence) that provides HR support to various departments. Work includes performing recruitment, onboarding, and offboarding services for departments that include Transportation and Parking (T&P); UNC Police; and Environment, Health, and Safety (EHS). This work involves drafting recruitment documents, completing hiring proposals, completing background checks and employment verifications, conducting exit interviews, and entering related actions into the PeopleSoft (ConnectCarolina) HR/Payroll/Financial system. This position also is a primary time, leave, and payroll administrator for the Time Information Management TIM (Kronos) system for designated departments, especially for Police and T&P. This work includes managing time records, checking for wage-hour compliance and accuracy, and explaining leave and timekeeping policies to employees. The position also provides guidance on salary increase proposals, initiates and calculates salary requests, and performs salary administration analysis within State and University guidelines. The position advises departments and peers on ways to make equitable salary decisions based on relevant job factors. The HR Specialist reviews and recommends position classification and compensation requests for positions that are both subject to the State Human Resources Act (SHRA) and Exempt from the State Human Resources Act (EHRA Non-Faculty). While the focus on this position is primarily on T&P, Police, and EHS, the position may be called upon to provide service to other areas of the SCE in addition to the areas assigned.
|Minimum Education and Experience Requirements||
Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
|Essential Skills, Knowledge and Abilities||
Excellent written and oral communication skills, sound business judgment and ability to interact with personnel at all levels of the Division and University. Must demonstrate a working knowledge of federal and state employment laws and regulations and have some experience in consulting with internal clients on some combination of recruitment, compensation, employee relations, position classification or employee benefits matters. Ability to maintain the highest level of confidentiality required. This position also requires a high level of detail and organization, professionalism and discretion, excellent customer service skills, and an ability to adapt easily, follow through, complete tasks and resolve issues.
Previous HR experience and experience with PeopleAdmin, PeopleSoft, LawLogix, and Kronos preferred. Three or more years of professional level human resources experience and knowledge of/experience with hiring policies and procedures/issues.
