Description of primary duties and responsibilities:
Primary Purpose of the Organizational Unit:

The purpose of the Human Resources Department at Fayetteville State University is to support the institutional mission by providing comprehensive and timely human resource services with respect to recruitment and employment, benefits administration, classification and salary administration, staff development and training, employee safety and health, and employee relations for all staff employees, SHRA and EHRA non-faculty. The Human Resources Department also monitors the recruitment and hiring process and provides benefit administration and other HR services for faculty members. In addition, the Associate Vice Chancellor of Human Resources is designated as the University Affirmative Action Officer with full responsibility for the University’s programs of Equal Employment Opportunity through Affirmative Action.
Primary Purpose of the Position:

The Human Resources Specialist for EHRA Faculty and Non-Faculty employment serves as the principal liaison, and resource for employment actions for personnel classified under the University of North Carolina policy for employees Exempt from the Human Resources Act (EHRA). The Human Resources Specialist for EHRA employment is responsible for directing the proper review of all EHRA hiring recommendations, appointments, and contracts for the Office of Human Resources.
The position is expected to exercise and execute judgment in the interpretation, application and enforcement of state, university, and foreign national immigration regulations for EHRA personnel, The position must remain current and familiar with all policies and procedures related to exempt personnel as well as advise hiring managers and administration of the effectiveness of these policies and procedures from an operational perspective. Responsibilities also include on-going business process documentation updates and technical assistance services of the applicant tracking system, training, and the development and dissemination of information supporting key HR-related business processes. The HR specialist will lead the user group of EPAF specialists across Academic Affairs, in addition to coordinating comprehensive training and integrating new communication and user tools for faculty personnel management. Serves as backup for the Human Resources Consultant for employment as needed.
Description of Work Continued:
40% – Program Administration:
The position independently establishes expectations and clear directions to hiring officials of EHRA faculty and non-faculty positions including the tasks and activities needed to extend appointments and contracts prior to start date. Consistent adherence to requirements specified by the Southern Association of Colleges and Schools (SACS), the personnel policies for Employees Exempt from the State Human Resources Personnel Act, and the university faculty handbook. Leads EPAF training sessions, serves as the program and process expert.
20% – Information Monitoring:
Apply knowledge of contemporary applicable data management systems as well as data collection and record filing systems to compile, assimilate, organize, store and retrieve electronic and printed information. Access, review, compile and analyze multiple sources of data and information to generate appropriate criteria for reports and presentations.
20% – HR Program and Organization:
Contribute to HR efforts to ensure the successful implementation of the PeopleAdmin Applicant Tracking System upgrades. Provides information relevant to EHRA Hiring processes and workflows to the Project and Employment Managers. Under the supervision of the HR Employment Consultant, assist in the development of training materials and guides in support of PeopleAdmin upgrades. Co-facilitate training sessions for assigned hiring managers as part of the End User training strategy. Use the Banner system to input relevant EHRA personnel actions and verify for accuracy. Respond to routine requests for information by performing queries to produce requested data.
10% – Customer Service:
Develop and maintain productive collaborative work relationships with all customers (internal and external who utilize services) by listening to the customer, understanding and responding to apparent and underlying needs and continually seeking to provide the highest quality services to all.
10% – Communication – Verbal/Written:
Explains the application of HR processes and procedures using sources that clients can reference. Conveys information with specific references to guidelines, systems operation, policies and/or procedures or other sources. Composes communication describing the action(s) taken to resolve an issue or to initiate or terminate a procedure. Creates and facilitates training and presentations using a variety of media to convey meaningful information to hiring managers and HRIS user groups.
Minimum Education and Experience Requirements:
Graduation from a four year college or university; or an equivalent combination of training and experience.
Knowledge skills and abilities:
Preferred Qualifications:
  • Bachelor’s degree
  • Two to three years in an employment function
  • Experience using the PeopleAdmin Applicant Tracking System or similar HRIS system
  • Experience with Form I-9 / E-Verify requirements and related processes
  • Knowledge of UNC system personnel classifications and employment policies
