Position Summary Information


Primary Purpose of Organizational Unit
The School of Government (‘SOG’) works to improve the lives of North Carolinians by engaging in practical scholarship that helps public officials and citizens (‘clients’) understand and improve state and local government. The School offers up to 200 courses, webinars, and conferences for more than 12,000 public officials each year. Faculty members annually publish approximately 50 books, reports, articles, bulletins, and other print and online content related to state and local government. The School is also home to a nationally ranked graduate program in public administration and specialized centers focused on information technology and environmental finance.
Position Summary
The Human Resources Consultant is responsible for managing the recruitment, coordination, and administrative support for all EHRA, SHRA, and EHRA Non-Faculty position activities for permanent and temporary faculty and staff. This position requires a high level of technical knowledge and independent decision-making as the position serves as the primary consultant on all recruitment, orientation, and onboarding matters. This position works with managers to secure the best candidate pool possible and will consult with managers during the recruitment process and extend offers when appropriate. The Consultant will also be the primary consultant for the School of Government’s entity, SOG Services. Duties include class and compensation, talent acquisition, onboarding and offboarding, employee relations, and performance management. This position will be responsible for assisting with generalist duties covering the broad range of human resources subject matter areas including classification and compensation (position management, new position creation, position reclassifications, and salary adjustments), performance management, and training and development. Personnel actions initiated by this position may consist of recruitment through PeopleAdmin, new employment actions, salary source/FTE changes, promotions, transfers, and terminations. This position will report to the Assistant Dean for Human Resources /he will work closely with SOG Human Resources team, Campus Partners (Office of Human Resources, Academic Personnel, EOC, and payroll), as well as SOG Faculty & Staff to administer and promote best practices for HR policies and programs.
Minimum Education and Experience Requirements
Bachelor’s degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
The position requires a high level of detail and organization, professionalism and discretion, excellent customer service skills, and the ability to resolve issues and to know when it is appropriate to escalate issues to other division staff. Having a high level of time management skills and being self-directed is essential. This position requires the ability to read, research, and respond to inquiries from various constituents.
Preferred Qualifications, Competencies, and Experience
-Three years of HR generalist experience.
-Working knowledge of federal and state employment laws and regulations (e.g, FLSA, FMKS, ADA)
- Experience with UNC human resources systems (PeopleSoft/ConnectCarolina, PeopleAdmin, LawLogix Kronos/TIM).
