Human Resources Business Systems Analyst (Oracle based - Hybrid Schedule)

Position Summary:

The Human Resources Innovation, Analytics, and Technology team of UTHealth Houston seeks a skilled Business Systems Analyst specializing in Human Resources, responsible for configuration, testing, data mapping, documentation, and integration. The role demands the ability to assess functionality, troubleshoot issues, and contribute to the design, development, and implementation of Enterprise systems and business processes supporting Human Resources IT. This entails offering business expertise to facilitate information systems projects, identifying opportunities for process enhancement, and leading improvement initiatives. Proficiency in generating comprehensive reports is essential, alongside adept data gathering, analysis, and create visualization.

 

Preference will be given to candidates with experience in Oracle PeopleSoft HCM or Oracle Cloud technologies like Oracle HCM Fusion, as these are integral to our current HR operations. While a technical aptitude is crucial, understanding human resources processes is equally important. The ideal candidate will adeptly navigate the intersection of business and technology, leveraging this understanding to optimize functionality and efficiency. Background knowledge in healthcare and/or higher education is advantageous, as is a proactive attitude toward acquiring new system proficiencies. This employee will work a hybrid schedule, coming into the office when needed to meet with stakeholders or project teams. You will need to be willing to come to the Texas Medical Center for these occasions.

Position Key Accountabilities:

1. Desire and willingness to learn Talent Management/Recruiting, Compensation, Performance Management, employee learning and development processes, and HRIS systems (Taleo/Oracle, Oracle Fusion, Peoplesoft, Success Factors) 
2. Analyzes current business processes, suggests improvements, and participates in the design of new business processes and systems. 
3. Conducts business systems analysis and design, data modeling, process flow modeling, and process reengineering. Analyzes business processes and reviews existing information systems. Interviews users. Analyzes process flows and identifies opportunities for improvement. Maps existing business processes. Documents existing business processes and business rules.  
4. Configure the HRIS systems to meet the business requirements
5. Prepares business cases, including cost/benefit analysis for proposed processes.
6. Participates in the design of new systems that support business processes. Designs and implements new or improved business processes. Reviews new systems designs and functions. Compares differences between existing systems and new systems. Design system modifications. Designs interfaces to other systems. Identifies data, interfaces, and test requirements.  Designs and executes systems tests and acceptance test scripts and procedures. Develops and leads communications as part of system implementation efforts. Helps to ensure the referential integrity of the data model.
7. Develops reports and documents for existing business processes and business rules. Identifies reporting requirements.
8. Develop organizational changes and implementation plans. Analyzes training and organizational changes. Design training materials. Trains users in new procedures and systems. 
9. Document, resolve, track, and monitor the system's administrative issues to ensure a timely resolution and follow up with clients
10. Identify, analyze, research, and escalate technical issues, ensuring timely resolution for users
11. Communicates with clients and co-workers via oral and written communications, including presentations. 
12. Adheres to UT-H IT policies and procedures and industry-accepted practices.  
13. Works as a member of a multi-disciplinary team. Communicates project status and objectives. Communicates with project team and constituencies. 
14. Conduct post-implementation review and document goal attainment. Provides post-implementation support. 
15. Performs other duties as assigned


Minimum Education:

Bachelor's degree in Business Administration, Management Information Systems, Computer Science, a business-related field or related experience in lieu of education.

Minimum Experience:

One (1) year of experience in systems analysis and design is preferred.

We prefer candidates who have experience with Oracle and Oracle Fusion products. 

Human Resources experience is a plus as well, especially in healthcare or higher education fields.  

Physical Requirements:

Exerts up to 20 pounds of force occasionally and/or up to 10 pounds frequently and/or a negligible amount constantly to move objects.
