Berkeley Lab is seeking hands-on Human Resources Business Partners to provide full-cycle Human Resources support and consultation to our Energy Technologies Area; and Computing Sciences Area and IT Division. In partnership with the Senior HR Business Partner, you will provide effective consultative and tactical HR expertise to support Division managers and employees across a broad range of HR needs. The ideal candidate has wide-ranging experience within the areas of Talent Management, Compensation & Benefits, Performance Management, Employee and Labor Relations, and Diversity, Equity & Inclusion and is knowledgeable of applicable employment policy, laws and collective bargaining agreements, and is comfortable providing both consultative and tactical support. What You Will Do:

  • Partnerships & Relationships - Provide effective HR expertise to support Division managers and employees to find appropriate resources for meeting organizational goals.  Proactively identify opportunities to partner with management to develop and implement innovative and lasting solutions. Build credibility and trust by resolving employee concerns through reliable and prompt resolution, clear documentation and follow-through. Partner effectively with functional HR groups, including HR Shared Services Center, Talent Acquisition, Compensation & Benefits, Employee & Labor Relations, Integrated Disability & Absence Management, Diversity Equity & Inclusion and Learning & Organizational Development.
  • Compensation - Perform timely and accurate salary analysis for pay actions, including hires, classification, and equity adjustments. Review position descriptions to ensure duties and qualifications are aligned with the appropriate job classification; conduct job audits and reclassification reviews. Lead the annual salary management process while working in close collaboration with the Senior HR Business Partner. 
  • Performance Management - In collaboration with the Senior HR Business Partner, provide performance management review, evaluation and support to supervisors and employees. Lead the annual performance review process and act as a liaison between HR, the Division and other collaborators. Work with supervisors on probationary performance reviews. Oversee scientific, engineering and other promotional and hire cases from beginning to end while partnering with key stakeholders.
  • Talent Acquisition - Partner, advise and provide guidance to hiring managers/ supervisors on recruitment strategies to attract top talent and ensure a positive candidate experience, and collaborate with the Talent Acquisition team to establish plans for sourcing and educating management on best practices. 
  • Learning & Organizational Development - Assist in developing and implementing workforce planning, learning and other organizational programs. Coordinate training in support of Division learning and development initiatives; partner with Senior HR Business Partner to develop training as needed.
  • Diversity, Equity & Inclusion - Provide support to Divisions’ initiatives related to the Lab diversity, equity, and inclusion goals.
  • Data Management - Develop, generate, and analyze reports, presentations and data obtained from HR systems to provide analytics, metrics, and trending information. Manage data integrity and work with the HR Assistant to ensure data entry and changes are accurately reflected in HRIS.
  • HR Policy/Compliance - Interpret and apply LBNL policies and practices as well as federal, state and local employment laws and collective bargaining agreements in support of Division objectives. Strive for a consistent approach in the application of HR procedures and practices across all client groups.
  • Participate in Employee and Labor Relations investigations, as needed.

 

What is Required:

  • Bachelor's degree in Human Resources, Business or related discipline and a minimum of 2 years relevant HR experience; or an equivalent combination of education and experience. 
  • Broad knowledge of HR industry practices with demonstrated experience in the areas of compensation, benefits, recruitment, employee/labor relations, training and development, and federal and state employment laws (e.g., FLSA, FMLA/CFRA, ADA, EEO/AA). 
  • Adaptability and capability to learn the business of varied scientific client groups, as well as to support multiple management styles. 
  • Demonstrated experience providing guidance and consultation regarding policy and procedures to staff at all levels.
  • Excellent problem-solving, analytical, planning and organizational skills in order to work independently, and effectively plan and prioritize work to accomplish multiple projects with competing deadlines and drive appropriate solutions.
  • Excellent verbal and written communication, interpersonal and customer service skills, and demonstrated ability to proactively service a large, multi-faceted and diverse organization.
  • Strong technical skills, including experience with Microsoft Office, Google collaboration tools, HR management systems and other HR software. PeopleSoft and Taleo a plus.

 

Additional Desired Qualifications:

  • Bachelor's degree in Human Resources, Business or related discipline and a minimum of 5 years relevant HR experience; or an equivalent combination of education and experience. 
  • Experience working in an HR functional area and/or as an HR Business Partner embedded in a business unit.
  • Experience working in a union environment.
  • PHR or SPHR certification.

 

Notes:

  • This is a full time career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.

  • Work will primarily be performed at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. A hybrid work schedule may be possible depending on specific client needs.
