Description:

The Human Resource Associate (HRA) will provide guidance and administer HR transactions for the Office of the Vice Chancellor for Health Affairs (OVCHA). This individual will ensure that the OVCHA is adequately staffed to perform duties and meet objectives. The HRA will work with OVCHA leadership and individual subunits to establish strategic plans for hiring, provide expertise and problem resolution for human resource-related matters, and develop, implement, and maintain policies and programs to ensure compliance with university, state and federal laws.

Duties & Responsibilities:

  • Recruitment
  • Provide guidance on titles and employment categories.
  • Work with hiring managers to develop job descriptions including duties, qualifications, and any specialty factors.
  • Initiate and ensure completion of process for new hires.
  • Process JDX, Cornerstone, and HRFE transactions
  • Liaise with Central HR Offices (Compensation, the Office of Access and Equity, Civil Service, Extra Help, Student Employment, Office of International Services)
  • Coordinate search committee communications and meetings
  • Facilitate candidate communications and interviews
  • Create, process, and maintain documentation
  • Facilitate background checks and process I-9s
  • Provide letters of offer
  • Provide general onboarding to new employees and ensure appropriate accesses are granted
  • Existing Employee HR Transactions
  • Ensures completion of labor redistributions, payroll adjustments, overcompensation and stiped processing, reclassifications, retiree rehires, and separations
  • Serves as liaison for OVCHA with central offices, including Compensation, the Office of Access and Equity, Civil Service, Extra Help, Student Employment, Office of International Services, Payroll, Benefits, Leave, and Employee Relations
  • Coordinates annual performance and probationary reviews
  • Provides guidance for and coordinate corrective actions and progressive disciplinary procedures
  • Human Resource Advising and Planning
  • Provides general leadership, guidance, and direction for human resources activities in the OVCHA.
  • Participates in determining long and short-range goals and objectives of overall human resources program and represents OVCHA HR on university/agency committees.
  • Participates in the budget process for personnel operations.
  • Ensures that activities and services adequately meet the business and operational needs of the OVCHA and University.

  • Perform other related duties and participate in special projects as assigned.

    Minimum Qualifications Required:

  • Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  • Two (2) years (24 months) of work experience performing professional-level human resources duties.
  • Bilingual (Spanish & English). 
  • Preferred Qualifications:

    • Experience using HR systems.
    • MS Teams and Outlook Calendar.
    • Master’s degree in Human Resource Administration or Management preferred.
    • Knowledge above the rudimentary understanding of principles and procedures used in human resources (i.e. personnel recruitment, selection, training, compensation, benefits, labor relations and negotiation and personnel information systems).
    • Knowledge above the rudimentary understanding of federal and state laws, rules, and/or regulations affecting public human resources administration; ability to develop a broad knowledge of those of the employing institution.
    • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
    • Skill in reviewing and formulating/revising human resources policies and procedures and in exercising control over the implementation of policies and procedures.
    • Skill in utilizing organization and time management and in effectively managing multiple priorities on a daily basis.
    • Strong/excellent communication (verbal and written) and interpersonal skills to effectively present information including writing and editing reports and other materials and to respond to requests for guidance and/or clarification.
    • Ability to employ critical thinking skills, creativity, and ingenuity for effective and timely problem-solving.
    • Ability to maintain professional relationships and to work effectively as a member of a team and/or as a project leader with the public, faculty, staff and administration as well as a variety of external union representatives and organizations.
    • Ability to organize, analyze and interpret data and have strong attention to detail and a high level of accuracy.
    • Ability to tactfully handle situations involving employee performance/discipline with utmost discretion and professionalism.
    • Ability to plan, supervise, and evaluate the work activities of others.
