Description of Work Unit
The Facilities Management department exists to develop and maintain the physical environment of the University by administering and managing Capital Construction, Space Management, Physical planning, Maintenance, Grounds and Custodial Services for the University to achieve it’s objectives of instruction, research and public service.
Human Resources services provides a variety of functions to Facilities Management department which includes policy administration, records, leave, systems data entry as well as processing, tracking and maintenance of personnel information and programs (LWOP, Worker’s Comp, FML), payroll time and records, training, compensation/classification and employee relations.
Position Summary
This position provides general HR Technician support for approximately 600 employees. Position is responsible for policy administration, records, leave, and systems data entry as well as processing, tracking and maintenance of personnel information, records, and electronic archiving systems. Job duties also include providing accurate information/responses to HR related questions and inquiries and ensuring strict confidentiality in all HR communication and records. This position liaises with CSU HR IS, records, payroll and benefits, and student employment to ensure compliance with CSU, state, and federal regulations and policies.

• Certifications or licenses in professional HR organizations such as SHRM and/or HRCI

Essential Job Duties

Specialize in employment processes for specific employee types (Hourly, State Classified).
· Complete employee hire processes including I-9 verifications, background checks, creating new employee assignments in HRIS, and completing necessary paperwork.
· Assist in submitting, monitoring, tracking, reconciling, and facilitating employee leave related documentation and records for compliance. Support activities such as: Compensatory Time, Overtime payment, Holiday/Administrative Leave, as well as special circumstances such as Family Medical Leave (FML), Short Term Disability (STD), Leave Without Pay (LWOP), and/or Worker’s Compensation (WC)
· Serve in initiator and/or applicant manager roles as assigned in TMS to help facilitate activities related to the position management and hiring activities. Provide general administrative support in TMS in the initiator role: generating content, creating, or modifying position descriptions, inputting requests, and uploading informational materials and forms. Provide general administrative support in applicant manager role to support searches, pool hires, and/or alternative appointment requests (AAR).
· Assist in personnel record and electronic archiving systems; management, filing, maintenance and upkeep.
· FM Website/Future Intranet: Review and help maintain general web sites. Help ensure HR content information is up to date with active links.
· Updates written procedures and policies for employee and supervisor reference and helps ensure information is available online and distributed as needed.
 •Determines the need for a background check for Hourly employees. Submits background check forms for processing.
  •Maintain confidential and accurate personnel records, files and reports for all FM employees.
 •Insure that all deadlines are met.

  • Audit sick leave and annual leave earned and used. Report leave usage to supervisors and employees within the department.
  • Monitor various HR and Payroll reports
  • Create time sheets for quick pays
  • Investigate payroll questions
  • Process labor redistributions
  • Answer questions with the electronic time clock system.
  • Design, generate and maintain HR related reports of employee demographics and profiles for analysis and actions such as: certification, reappointment/extension, benefits eligibility, salary comparators, and other needs as requested utilizing systems such as Oracle HR IS and Web Focus.
  • Management of biweekly hourly payroll submission to ensure compliance with University regulations – calculate hours worked, verify wage, fringe rate calculations, and verify entries in time clock plus or other time entry system.
  • Management of hourly expense distribution reconciliation process; running applicable reports; compiling, analyzing, and distributing internal reports of hourly employees; and monitoring hours worked by work-study students and non-student hourlies.
  • Adjust payroll codes by appropriately classifying leaves, leave without pay, overtime hours, shift differential, and on call hours
  • Generate, process, and verify pay rate, title and status changes for all employee types in Oracle. Process all promotions, terminations, retirements and transfers for all employee types.
  • Insure proper account number is applied to each employee for proper labor distribution accounting for all Facilities Management departments.

Provides support for the Training and Organization Development Coordinator by:
•Registers and orders course materials, request flights from travel agency, support logistics functions for travel such as rental vehicles and airport shuttles. Prepares training/travel packets for employees.
•Schedules training as instructed and makes reservations for classrooms for such training. Creates and manages registration lists as prescribed by the Coordinator. Emails information to attendees regarding date/time/location of training.
•Record event participation, such as sign in/attendance, and participation records. Enter training information into database.
•Attends Safety Committee meetings and takes meeting minutes, creates agenda, and takes attendance
•Submit Kuali documents to support training, travel, and safety: authorizations, reimbursements, TEM documents and internal orders
