About the Department
Human Resource Information Management and Analytics (HRIMA) provides a broad range of services associated with the HR Enterprise System and ancillary HR software/systems.
Core Services Include, but are not limited to, the following:
  • HR data security, compliance & stewardship
  • System Testing and Technical Training
  • Project management and process improvement
  • Reporting and Analytics
  • Employee Records
  • Time-keeping and Leave System Support
  • Data Quality Assurance
Essential Job Duties
The primary purpose of this position is to support the lifecycle of a HR project portfolio, leading project-level reviews, optimizing standards, identifying areas for improvement, reporting analyses, and training staff members. The HR Project portfolio manager should be comfortable not only interacting with high-level business leaders about individual initiatives, but also helping us define KPIs and create a roadmap for institutional HR operations. The incumbent in this position will report to the Director for HR Information Management and Analytics.
Primary responsibilities for this position include, but not limited to, the following:
  • Oversee successful implementation of HR initiatives through the project lifecycle (initiate, plan, execute, close)
  • Ensure project lifecycle governance by performing regular health checks of projects using key toll gates: planning, risk assessment, UAT, and Go/No-Go reviews
  • Ensure acceptance criteria and operational readiness are met before go-live
  • Monitor for proper change management of scope, budget, and schedule
  • Manage day-to-day HR project portfolio activities and establish working plans and resource allocation
  • Be an integral member of the HR project leadership advisory team, providing guidance and advice to HR senior leadership
  • As mandated and resourced by leadership, ensure and balance the availability of required skills and competencies across project and project teams within the HR project portfolio.
  • Facilitate and coordinate the efforts between the HR Project leadership and technical steering committee, and other project/program-related committees to oversee the HR project portfolio.
  • Analyze and appraise project execution methods, costs, and results
  • Facilitate project reviews and checkpoint meetings
  • Establish and analyze key performance indicators to produce reports on portfolio and projects
  • Escalate potential risks to the portfolio and project success
  • Use metrics and data visualization effectively to report portfolio performance and support decision-making at the team or organizational level
  • Develop and implement project management methodologies and best practices to build on the team’s skills and abilities
  • Contribute to the establishment of common practices, tools, and templates for portfolio and project management, and ensure adherence to company and legal standards
  • Perform or contribute to performance reviews for program/project managers
  • Define, develop, and execute personnel training road-maps
  • Mentor junior project managers

Qualifications


Minimum Education and Experience
  • Masters degree OR 
  • Bachelor’s degree and two years of experience OR
  • An equivalent combination of education, training and relevant experience
Other Required Qualifications
  • Extensive knowledge and expertise in the use of project management tools supporting the organizations’ defined Project Management methodology
  • Experience managing multiple large, complex and cross functional projects, with emphasis on program delivery, business process implementation, product and program development, systems, and technical environments
  • Ability to build strong networks within the organization and influence change
  • Ability to communicate effectively at all levels of the organization and influence key decision makers, change and build relationships with stakeholders and customers
  • Project leadership and ability to align team members to execute effectively. Ability to lead teams in-person or in a virtual environment
Preferred Qualifications
  • Organizational and technical integrator, capable of influencing others while remaining up to date on industry trends and organizational challenges
  • Consultative approach and mindset
  • Excellent oral and written communication skills, including the ability to organize and present information in a clear and concise way to executive leaders
  • Skills in managing a broad range of initiatives successfully without positional authority
  • Knowledge of Agile project management methodologies
  • Experience with PeopleSoft and ServiceNow HRSD
  • Knowledge and ability to translate PeopleSoft technical languages (SQL)
  • Agile Certified Practitioner (ACP) Certification, Project Management Professional (PMP) Certification and/or Lean Six Sigma Green Belt Certification or higher
