Position Description


Advertised Job Summary
Reporting to the Director of Human Resources and Faculty Affairs, the Human Resources Consultant is a key position within the College of Arts and Sciences. The HR Consultant will analyze and assess the training needs of human resources staff members. Promote the standardization of processes across programs and departments in the College of Arts and Sciences per College and University policy. Will identify and monitor training needs in the College as it relates to Human Resources, and in consultation with the Director, will design, plan, and implement training programs, policies, and procedures to fulfill those needs. Plan, develop, and facilitate training in necessary areas. Facilitate networking and collaboration between units. Develop manuals for various classified staff duties. Analyze policy changes related to classified staff duties. Provide training in policy and procedures for ad hoc committees. The HR Consultant will serve as the unit HR Representative for any unit that does not have an HR Contact, or their HR Contact is on extended official leave and there is a need for assistance. Provide assistance and guidance to the unit on all HR matters to ensure compliance with federal, state, and University policies and procedures. Complete special projects as assigned by the Director and/or the Dean.
Minimum Qualifications
Bachelor’s degree and 2 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience.
Preferred Qualifications
A degree in Human Resources Development is preferred. Prior experience as a trainer and/or consultant is ideal.
Knowledge/Skills/Abilities
Ability to analyze and present idea in a clear and concise manner, both orally and in writing. Strong team player skills and the ability to work harmoniously with a diverse workforce. Must have writing skills sufficient to compose and edit a variety of documents using correct spelling, grammar, and punctuation with the ability to pay close attention to detail and proofread work carefully. Proficiency in MS Office (MS Excel and MS Word, in particular). Good organizational, time management, customer service and problem-solving skills and the ability to work accurately and meet deadlines with frequent interruptions. Work requires initiative and independent judgment. Must be proactive and creative, identifying process improvement opportunities. Ability to maintain electronic and hard copy records and files for easy access and retrieval. Ability to possess thorough knowledge of University Policy and Procedures. Can handle sensitive information with the highest degree of integrity and confidentiality. Must have impeccable oral articulation and strong interpersonal skills.

Serving as the HR Consultant and Representative for units that need HR assistance (due to a vacancy or extended leave of their HR support), will handle all Human Resources actions related to, but not limited to, hiring and reappointing FTE positions, research grant positions, time-limited positions, adjunct faculty, temporary staff employees. Provide assistance and guidance to the unit on all HR matters to ensure compliance with federal, state, and University policies and procedures.

With guidance from, and in coordination with the Associate Director and/or Director of Human Resources and Faculty Affairs, will serve as the trainer for new HR Contacts on College procedures and processes. Supports College initiatives and provides guidance on new policy changes for the College to the HR Contacts. In partnership with the Division of HR, promotes HR changes in processes across programs and departments in accordance with the College and University policies. Provides departments with notifications of changes to HR policies and procedures. Develop training and job aids to help ensure employees are operating in compliance with applicable University, state, and federal regulations. Will ensure that training materials are current, accurate, and effective. Analyze and assess training needs, continuously learning and looking for new ways to serve the College’s HR team.

In collaboration with the College HR Managers and Directors, will create and maintain operational manuals, making updates as needed, for CAS Human Resources and Faculty Affairs. One manual will be for the HR Managers in the College, and one for the unit HR Representatives. Work with the unit HR Representatives on creating internal manuals or handbooks for all staff positions within their office. This will include handouts and reference guides for all classified staff positions to effectively assist all positions and not just Human Resources staff.

In collaboration with the HR and Faculty Affairs Leadership, will look for ways to standardize processes across the departments in the College and advise the units accordingly. Facilitate networking and collaboration between units. Provide consultation and guidance to supervisors on writing effective job descriptions and job ads. Work on special projects as requested by the Director and/or Dean.
