Chemistry and Biochemistry is one of the largest and most complex departments on campus. The department’s organization is divided among three major academic sections each with its own leadership (Section Chair and Vice Chair) representation under the Department Chair: Physical, Analytical & Environmental (PAE); Biochemistry & Biophysics (BB); and finally Synthesis, Materials and Chemical Biology (SMCB). The department is comprised of 73 ladder-rank faculty, an additional 15 in various instructional titles, and ~150 in academic research titles and postdoctoral scholars. The department is comprised of 100 career staff; ~60 temporary or student staff, and 400 Master’s and Ph.D. students. There are 1,700 undergraduate students enrolling in 5 majors with total annual course enrollments exceeding 27,000. Chem/Biochem manages $30 million annually in extramural funding and approximately $63 million in total annual expenditures. The Department occupies space in 7 buildings, totaling 237,000 ASF, including class laboratories and instructional support space, research labs, and recharge facilities.

Under general direction of the Chief Administration Officer, serve as Human Resources Manager for the Department of Chemistry and Biochemistry. Responsible for independently overseeing the full scope of human resources activities for a large and complex academic department with ~340 academics, staff, and student employees. Manage and supervise academic personnel services including appointments, subsequent reviews and personnel actions, leaves, visas, salary administration, benefits, separations, grievances, layoffs, recruitment, etc. There are approximately 210 academic personnel, consisting of ladder-rank, emeriti and research faculty, lecturers, project scientists, postdocs (approx. 80 foreign nationals) and visiting scholars/graduate students. Participate in strategic planning to originate and implement policies, programs and practices that are effective and consistent with the goals and mission of the department. Establish, lead, and manage training and development initiatives. Serve as principal advisor to senior management and department heads on HR and employee issues. Supervise, direct, and train Business Office staff responsible for coordinating and implementing the full range of payroll, human resources, and training activities. Represent department at management meetings and work with unit managers to define and develop department-wide policies, procedures, and activities. Perform budget and resource analysis, including forecasting, to prepare a comprehensive budget in support of departmental operations and department-wide staff training needs.

  • This position offers a hybrid work arrangement, which includes a combination of onsite and remote work.
  • Thorough knowledge and experience managing a broad scope of human resource-related functions and extensive experience in human resource management in a large, complex and unionized environment including: employee/labor relations, recruitment and selection, compensation and classification, performance evaluation, organizational and employee development, training, workers compensation, benefits, accommodations, personnel and payroll, terminations/layoffs.

  • Demonstrated knowledge of and experience with academic personnel processes related to recruitment, appointment, and salary review; knowledge of Unit 18 Policy (Memorandum of Understanding - MOU); and knowledge of University International Center's Visa procedures and policies and immigration laws pertaining to foreign scholars; knowledge of Labor Certification process and permanent residency procedures.

  • Demonstrated experience in job analysis, classification, and compensation. Must possess deep knowledge of classification and compensation policies, with the ability to objectively analyze information and make responsible and appropriate classification and compensation recommendations. Must possess knowledge of the best practices of classification and compensation.

  • Demonstrated expertise and ability to collect and analyze data, interpret policies and procedures and apply them to routine as well as unique and complex situations. Strong demonstrated experience and proven ability to establish or recommend alternative solutions. Expertise to develop innovative approaches, techniques and procedures to provide more efficient and responsive services.

  • Strong, effective supervisory skills and demonstrated ability to provide leadership that motivates and promotes team-building, creates a positive work environment and foster the Principles of Community. Ability to analyze workflow and determine effective staffing structures to meet operational and service needs of organization. Ability to address and resolve performance problems and other personnel issues and concerns.

  • Proven success and ability to provide appropriate administrative and disciplinary actions to manage policy compliance in organized and non-organized areas. Use professional judgment in situations for which there are no established criteria or standards or where answers to problems are not readily apparent and initiate action and solutions. Utilize effective negotiation skills in performance of functions to produce a satisfactory outcome for all parties concerned.

  • Skilled in communicating clearly and effectively verbally and in writing. Excellent negotiation skills. Demonstrated counseling techniques with ability to act as a facilitator, exercise diplomacy, tact, professionalism, responsiveness, a high degree of flexibility, and solve concerns between individuals in a fair and equitable manner.

  • Extensive knowledge of full range of university payroll policies and payroll operating systems.

  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems.

  • Skilled in communicating clearly and effectively verbally and in writing. Ability to communicate effectively one-on-one or in group settings, taking into account differences in social, cultural, professional, and educational backgrounds.

  • Demonstrated ability to handle very difficult or volatile situations / individuals effectively.

  • Demonstrated understanding of the importance of ensuring an equitable, inclusive, and diverse working environment, with the ability to work as a part of a diverse and collaborative team. Demonstrated competency and commitment to equity, diversity and inclusion.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
