Description

 

Manages the Housing Office of the Residential Life and Housing Department, which includes coordinating the processing of housing applications and room assignments and administration of the Residential Management System (RMS) database.

  • Manages the processing of housing applications received by mail and the internet.
  • Manages on-going room assignments, transfers and cancellations.
  • Maintains and audits all residential student accounts and the interface with the University's accounting system.
  • Responsible for handling requests for housing information received from internal and external sources.
  • Oversees maintenance of the RMS database in coordination with Housing Information Technology.
  • Provides customer support in working with other departments and special groups.
  • Provides accurate information through the department's web page, information fairs and events.
  • Designs and prepares specific ad-hoc reports, updates procedures manual and prepares other written material as required.
  • Supervises office personnel, interviews new hires, conducts annual performance appraisals, counsels and establishes goals.
  • Trains employees on RMS, office procedures and University policies.,, Manages the Housing Office in the absence of the Assistant Director of Housing.

    SUMMARY:

    The Manager, Housing Services is an integral part of Student Housing and Residential Life’s (SHRL’s) Operations and Outreach team.  The Manager, Housing Services provides the vision and leadership for areas of responsibility that ensures that student housing is advancing the SHRL Mission, Vision, and goals as well as the Division’s Strategic Initiatives.  The Manager, Housing Services reports to and provides support for the Director, Operations and Outreach for Student Housing & Residential Life.

     
    ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

    1.     Staffing and Supervision

    a.     Responsible for the direct supervision of one full time professional staff member.

    b.     Responsible for the indirect supervision of multiple professional staff members, such as:  Supervisors, Desk Operations and Community Services, Residential Life Coordinators, Program Coordinators, Graduate Assistants, Desk Assistants, Resident Advisors, and other student staff members.

    c.      Provide effective personnel management through supervision, staff development, training, recruitment and retention of competent staff; the ability and willingness to delegate effectively and to hold direct reports accountable; address staff issues; promote the professional growth and development of the entire team

    d.     Provide a clear onboarding program for staff

    e.     Participate in recruitment, selection, and training of staff members throughout SHRL, including full time permanent staff, part time temporary staff, graduate assistants and undergraduate student employees

    f.      Other duties as assigned.

     

    2.     Programs and Services Management

    a.     Supervise day to day processing of housing applications.

    b.     Administrate and direct room assignments, room transfers, and cancellations.

    c.     Coordinate the Priority Room Selection process for returning residents.

    d.     Coordinate application terms, dates, and related application, and early arrival processes.

    e.     Maintain and audit all residential student accounts and the interface with the University’s accounting system.

    f.      Oversee maintenance of the RMS database in coordination with information technology.

    g.     Initiate support and collaboration in working with special populations to include but not limited to Honors College, the UH Law Center, Moore’s School of Music, Athletics, Campus Recreation, International Student Support Services, Language and Culture Center, Center for Fraternity and Sorority Life, Cougars in Recovery, College Assistance Migrant Program, and others.

    h.     Prepares daily audit report for Student Financial Services .

    i.      Coordinate and administrate student housing U.S. Census compliance and procedures.

    j.       Be a strong decision-maker, with transparency in decision-making and management; the ability to make good, consistent, and fair decisions based on fact and data

    k.     Responsible for ensuring continued compliance with all local, state, safety and employment laws and regulations

    l.       Work closely with others to ensure processes that intersect with operational area are operating effectively and providing positive customer service experiences for residents.

    m.   Oversee operational processes in the designated area are completed accurately and timely including, but not limited to: Opening/Closing processes, billing damages, room transfers, lock out processes, key audits, census, rosters, term to term transition, etc.

    n.     Serve as initial review for fees associated with the Residence Halls Service Agreement

    o.     Other duties as assigned.

     

    3.     Department, Division, and University Committees and Advising

    a.     Responsible for the overall management of area, including policy development, strategic planning, goal setting and direction of all operational, fiscal, and personnel aspects of the program/service area.

    b.     Possess strong strategic thinking skills, with an emphasis on delivering and measuring action plans.

    c.      Strong decision-maker, with transparency in decision-making and management; the ability to make good, consistent, and fair decisions based on fact and data.

    d.     Responsible for ensuring continued compliance with all local, state, safety and employment laws and regulations.

    e.     Participate in department committees and division service.

    f.      Respond to emergencies as needed, such as, crisis and emergency response.

    g.     Maintains knowledge of federal, state, and local laws, UH MAPPs and SAMs and general policies and procedures applicable in a higher education residential life setting.  Continues to read and study current literature on student learning, student development theory, management theory, and student affairs.

    h.     Establish and maintain collaborative relationships within the department, with other departments, student groups, the university community, and stakeholders.

    i.       Work with and support cross-functional teams and to foster teamwork.

    j.       Develops strategies in line with the SHRL Mission Statement to enhance residents’ experiences. This includes recommending and initiating solutions to problems or issues in systems procedures, ensuring residents’ needs are continually met in a supportive, caring manner.

    k.     Assist with other projects as directed

    4.     Departmental Responsibilities

    a.     Maintains knowledge of federal, state, and local laws, UH MAPPs and SAMs and general policies and procedures applicable in a higher education residential life setting.  Continues to read and study current literature on student learning, student development theory, management theory, and student affairs.

    b.     Establish and maintain collaborative relationships within the department, with other departments, student groups, the university community, and stakeholders.

    c.      Actively participates in departmental outreach activities, programming, and staff/student training. 

    d.     The ability to work with and support cross-functional teams and to foster teamwork.

    e.     Develops strategies in line with the SHRL Mission Statement to enhance residents’ experiences. This includes recommending and initiating solutions to problems or issues in systems procedures, ensuring residents’ needs are continually met in a supportive, caring manner.

    f.      Assist SHRL staff members (individuals and team) to develop and build skills necessary to accomplish goals and priorities of the department.

    g.     Liaison with Marketing to make sure that the website and other materials are up to date.

    h.     Serve on department committees; represent the department on division and university committees.

    i.       Assist with other projects as directed.

    j.       Other duties or projects as assigned as appropriate to rank and departmental mission.

     

    Qualifications

     

    Associates and 5 years experience

    Requires the ability and knowledge for analysis and interpretation of procedures, policies and practices attainable through specific education and/or training programs in a specialty or technical field. Advanced vocational or electronic skills or a basic knowledge of a professional field is required. An Associate's degree or certification/licensing in a technical specialty program of over 18 months and up to 3 years duration are characteristic of this field. Requires a minimum of five (5) years of directly job-related experience.
