Under the direction of the Home Visiting Unit Supervisor, the Home Visiting Informatics Specialist provides informatics, measurement, and analytical technical expertise to the Home Visiting Services Account (HVSA) program as a member of the Home Visiting Unit of Surveillance and Evaluation (S&E). This role functions as a project manager for the home visiting data system hosted by DOH, liaising with external data reporters and internal data system staff to assure complete, accurate and timely data reporting and production within the Department of Health (DOH), Department of Children, Youth and Families (DCYF), Start Early WA, local implementing agencies and other partners. Performing a broad and moderately complex range of tasks associated with public health informatics responsibilities including but not limited to: system planning and design, system analysis, communication, project management, system development and implementation, as well as maintenance, training, and quality assurance.

The purpose S&E is to support the agency mission by providing strategic information to guide policy and programs that serve the populations in Washington State. S&E gathers, analyzes, interprets, and reports on data that describes the health status, health care, behaviors and other pertinent issues related to health. The section also evaluates the effectiveness and impact of the programs operating within the Office of Family and Community Health Improvement (OFCHI).

The incumbent may be located anywhere within the State of Washington. Telework (mobile work) is currently expected. When approved, the incumbent will work with their supervisor to identify an appropriate work schedule and balance including telework and reporting to the Tumwater, WA duty station for work activities as needed.  It is anticipated that the incumbent would be expected to report to the Tumwater, WA duty station for work activities 1-2 days monthly.

Required Qualifications

• Option One: Five (5) or more years of experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management and implementing data and information standards.

• Option Two: Bachelor’s degree in Health Informatics, Public Health, Science, Epidemiology, Public Policy or Health Policy, Health Services Research, Health Information Sciences, Computer Science, or closely related field AND three (3) or more years of experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations information architecture management, and implementing data and information standards;

• Option Three: Master’s degree or higher in public health, public health informatics, health care informatics, information technology, computer science, information science, public policy or health policy, statistics or related field AND one (1) or more years of experience in a healthcare or public health setting with health informatics responsibilities that include conducting and/or supporting informatics projects including scientific investigations, information architecture management, and implementing data and information standards

And

• Familiarity and experience in/with the following:
• Public health, informatics/surveillance systems and epidemiologic practices.
• Strategies for achieving effective data acquisition, management, quality, storage, use, and application to address population health needs
• Data communications security and privacy techniques; legal and ethical issues regarding confidentiality and use of individually identifiable public health and medical record data.
• Conveying complex information effectively using oral and written communication.
• Interpreting and evaluating information to analyze, summarize, and prepare reports.
• Planning, organizing, and prioritizing projects, time, and workload assignments for a variety of projects.
• Interpreting and analyzing health and other data obtained from a variety of sources.
