Job Description Summary:
Project Eagle is an early childhood program focused on preparing children, engaging families, and promoting excellence for children and families in Kansas City, Kansas. Project Eagle provides home-based and center-based services to pregnant women and/or children ages birth to five through a variety of programs, the largest being Early Head Start. The Home Based Programs Manager is responsible for the day-to-day management of all Project Eagle Home Based Programs and ensures the implementation of comprehensive services in the areas of family engagement, health, nutrition, mental health, and social services in compliance with Head Start Performance Standards, and state and local funder and regulatory guidelines. The position provides leadership to Project Eagle home based program staff in the implementation of the home visiting program models and is responsible for planning, implementing and supervising all operations as well as leading ongoing program planning and monitoring. The Home Based Programs Manager oversees a staff of more than twenty, including Home Visitor Coaches, Home Visitors and Family Support Coordinators

Required Qualifications

  • Bachelor’s degree in early childhood education, child development, social services administration or related field.
  • Knowledge of Head Start Performance Standards and Early Head Start programs.
  • Knowledge of developmentally appropriate practice for early childhood education.
  • Ability to stay abreast of developments in best practice and research relating to early education, as well as family engagement.
  • Ability to lead an interdisciplinary team of professionals.
  • Ability to utilize and provide reflective supervision.
  • Ability to communicate in a manner that demonstrates and fosters cooperation, respect, concern and openness to change.
  • Familiarity with community culture and knowledge of community resources and services.
  • Ability to work with diverse staff and varied community cultures, including children and families living in poverty.
  • Knowledge of basic principles and practices of program management and staff supervision.
  • Advanced knowledge of computer software, including but not limited to Microsoft Outlook, Word, and Excel.

Preferred Qualifications

  • Master’s degree in early childhood education, child development, social services administration or related field or a combination of graduate level course work completed in the areas listed above and current enrollment in a graduate program with at least two years of experience in administration and supervision of a family engagement and/or early childhood program in a center-based early childhood program.
  • Prior program development, management, and evaluation experience.
  • Experience with infants and toddlers a plus.

Key Roles and Responsibilities:


Program Planning and Management
  • Ensure full implementation of the all Home Visiting program requirements.
  • Ensure program compliance with Federal Head Start Performance Standards.
  • Participate in and monitor evaluation of services, implementation, and outcomes.
  • In collaboration with other organizational leadership, develop written program plans with annual and long-range goals, objectives, and implementation plans.  Ensure plans align with Head Start learning standards.
  • Coordinate and facilitate an appropriate system of staff meetings for purposes of program planning and development, service delivery and evaluation.
  • Oversee and monitor implementation of effective early childhood education and services, including developmentally appropriate, evidence-based practices and curricula, in coordination with effective family support and engagement services.
  • Foster mutual respect, communication and partnership between the staff and families.
  • Oversee the coordination of mental health consultation and other consultation services.
  • Review program and child assessment data to utilize in program planning and continuous program improvement and ensure Home Visitor Coaches and other staff utilize this data in their coaching and mentoring.
  • Ensure the implementation and utilization of a Management Information System (MIS).
  • Provide monthly and other written reports as required by management, leadership and funders.
  • Represent Project Eagle with visitors, stakeholders and at community events.
  • Participates in recruitment efforts to help maintain full program enrollment.
  • Assists the Enrollment team in planning family transitions to and from various programs.
  • Participates with Human Resources to recruit and hire staff and facilitates hiring approval by the Head Start Policy Council.
  • Establishes staff schedules, including approval of time off requests, and coordinates coverage of caseloads when necessary.


Staff Supervision

  • Ensure staff members meet the necessary Project Eagle qualifications and monitor plans for achievement and ongoing professional development.
  • Ensure the practice of reflective practice and supervision with all Project Eagle staff, including the Home Based Program Manager’s own supervisees, in order to support their work with children and families.
  • Promote teamwork and Project Eagle’s interdisciplinary approach to work with children and families among other staff and consultants.
  • Assure and participate in a system of Management Team and other staff meetings to support the implementation of Project Eagle home visiting programs and other best practices.

Fiscal Management and Control

  • Review Project Eagle’s annual budget in collaboration with the Director and other key leadership.
  • Monitor revenue and expenses to ensure the financial viability and sustainability of Home Based Programming. 
  • Approve all purchase requisitions for home based program expenses.
  • Ensure program meets in-kind and volunteer requirements.  Ensure in-kind contributions and volunteer hours are tracked and documented by staff.

Program Evaluation and Continuous Improvement

  • Implement a system of regular data feedback and utilization for continuous program improvement and individualized planning for children and families.
  • Ensure the collection of all data and assessments required for all home visiting program evaluations.
